Job description

Position Overview

We are seeking a highly skilled Project Controls Analyst to support the client's Project in Palo, Iowa. This pivotal role will focus on managing reporting and compliance initiatives related to Prevailing Wage requirements and Davis-Bacon Act compliance for federal Production Tax Credit (PTC) and Department of Energy (DOE) loan programs.

The ideal candidate will bring strong experience in compliance oversight, consultant management, and project controls within a highly regulated environment such as the nuclear or energy industry.

Key Responsibilities

  • Prevailing Wage Compliance : Ensure full compliance with federal, state, and local prevailing wage laws and reporting requirements.
  • Davis-Bacon Act Administration : Lead all compliance activities involving wage determinations, certified payroll reviews, and contractor monitoring.
  • Third-Party Consultant Oversight : Manage third-party accounting consultants handling PWA and Davis-Bacon compliance, ensuring deliverables are accurate and timely.
  • DOE Loan Compliance : Coordinate documentation and reporting activities related to DOE loan programs.
  • Documentation & Audit Support : Maintain comprehensive records of compliance actions and provide support during audits or regulatory reviews.
  • Stakeholder Coordination : Collaborate with internal teams, contractors, subcontractors, and consultants to ensure compliance standards are met.
  • Risk Mitigation : Identify, assess, and mitigate potential compliance risks related to labor and wage laws.

Required Qualifications

  • Bachelors degree in Finance, Accounting, Business Administration , or a related discipline.
  • 5+ years of experience in project controls, compliance, or related roles.
  • Strong understanding of Davis-Bacon Act requirements and prevailing wage regulations.
  • Proven experience managing third-party consultants and compliance service providers.
  • Familiarity with federal tax credit programs (Production Tax Credit preferred).
  • Proficiency with project management and reporting tools.
  • Exceptional analytical, organizational, and communication skills.
  • Preferred Qualifications

  • Experience in nuclear power , energy , or utility projects.
  • Knowledge of DOE loan programs and related compliance standards.
  • Certified Project Controls Professional (PSP) or similar credential.
  • Background in large-scale infrastructure or restart projects.
  • Prior experience overseeing compliance or accounting consulting engagements.
