Street Maintenance Supervisor
Under general direction, supervises, leads, and directs small crew in the construction, operation, repair, maintenance and replacement of concrete or asphalt pavement; plans, organizes projects, and performs related work as required.
Perform maintenance and repair of streets, alleys, signs and drainage systems. Handles daily work orders and work sheets. Maintains daily logs of maintenance and repair, work orders, and writes reports. Drives city vehicles and operating equipment, as well as hand tools. Oversees the activities of the Maintenance Worker I's, II's and III's. Performs related duties and special projects as assigned. Responsible for regular attendance and arriving to work on time. Coordinates activities of assigned crew and repairs, maintains construction activities, sees that necessary materials, tools and equipment are maintained in good and safe working condition; enforces department rules and policies and special orders; makes minor repairs and adjustments to equipment; reads grades and assists in setting grade stakes; uses survey instruments, performs concrete, asphalt repairs. Uses hand tools such as saws, bolt cutters, picks, shovels, concrete finishing tools, etc. Also uses various power tools, air compressors, jack hammers, pavement saws, and similar equipment. Train subordinates to perform pavement repair and maintenance operations. Ensures that proper equipment and materials are available; inspects equipment and performs preventative maintenance as required; completes service requests, work orders and maintains records and reports as required for assigned area of responsibility. Maintains a variety of inventory, maintenance records, initiates purchase requisitions for needed supplies and equipment; supervises routine and preventive maintenance / repair of streets, alleys and sidewalks. Operates heavy machinery and equipment when needed, prepares and maintains records as required.
Graduation from High School or GED and three years related experience in street and alley maintenance, including one year as a lead person; or an equivalent of education and experience. Ability to read, write, understand and follow oral / written instructions. Ability to lead work group in daily work activities and assign responsibilities, coordinate, monitor and follow through on job assignments. Ability to use equipment associated with street repair and maintenance, generators, and various other hand tools. Ability to calculate basic mathematical formulas related to concrete, asphalt and street work. Ability to communicate with citizens and street crew regarding repairs or problems; communicate with vendors and City staff regarding equipment and supplies, specifications, availability, and costs. Good knowledge of work performed in assigned area of responsibility such as : concrete and asphalt repair techniques and signage. Ability to provide leadership; assign responsibilities, coordinate, monitor and follow through on job assignments; ability to operate related equipment as required; ability to plan, supervise and evaluate operations and maintenance; ability to effectively communicate with co-workers, other departments / divisions and the public. Skill in analyzing data and interpreting technical instructions. Additional knowledge, skills and abilities may be required for assigned area of responsibility.
Valid Texas Class "A" Commercial Driver's License (CDL) required or ability to obtain within 6 months of being hired. Must have Tanker endorsement or be able to obtain within 30 days of being hired. Must have and maintain a good driving record in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his / her departmental Director or his / her designee within two working days of receipt. Must reside within a 1-hour response time from the Public Works Building; employee will have (6) months from employment date in which to relocate. May be required to be on-call and work nights, evenings and weekends. Must be able to remain on 24-hour call for emergencies and respond as necessary for area of assigned responsibility. Requires driving, lifting, climbing, working outside, exposure to machinery and equipment. Ability to lift 100 lbs. Works both indoors and outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather; some exposure to dust, mechanical, and toxin hazards that are routinely encountered in street operations. Lifts and carries up to 50 lbs., pulls, pushes or drags up to 100 lbs.; sits, stands, stoops or twists for extended periods of time while supervising utility crews.
