Summary

Organizational Location : This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Budget Division, located in :

  • Indianapolis, IN

This position is located in the Department of Homeland Security, U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Budget Division, Administration and Reporting Branch. The OFAM Budget Division manages, oversees, and coordinates OFAM-wide financial management activities, which includes financial reporting, ensuring proper funding execution, developing strategic sourcing opportunities, as well as managing carryover and spend down plans. The Division is responsible for budget formulation and execution functions including : reviewing the Resource Allocation Plan (RAP), Line of Business (LOB) briefings, Office of Management and Budget (OMB) justification documents, the President's budget, Questions for the Record, issue papers, Unfunded Requests, as well as the annual Spend Plan Build.

This position starts at a salary of $61,111.00 (GS-9, Step 1) to $96,116.00 (GS-11, Step 10) with promotion potential to $115,213 (GS-12 Step 10).

Major duties may include, but are not limited to :

  • Performing a wide variety of analytical and technical budget administration functions for substantive programs and / or support activities which are funded through many separate sources.
  • Preparing budget estimates for large operating program areas.
  • Assuring that program funding data is entered into the agency's financial management system correctly.
  • Reviewing and entering data from a variety of sources into forms, reports, and schedules
  • Answering questions from operating activities regarding available funds, reporting procedures and forms, current expenditures, etc.

  • Qualifications

    Experience : You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as :

  • Organizing and carrying out budget activity for a significant program component.
  • Supporting the reviews, edits, and consolidation of the annual and multi-year budget estimates for assigned organizations and program offices into a single budget request.
  • Assisting in preparing or editing narrative justifications and projected funding needs.
  • Assisting more senior analyst to establish financial and budgetary goals and timetables, and other criteria against which the relative costs and benefits of program achievements can be measured.
  • Supporting cost analysis, benefits, and trends in obligations and expenditures of funds.
  • You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as :

  • Organizing and carrying out budget activity for a significant program component.
  • Reviewing, editing, and consolidating the annual and multi-year budget estimates for assigned organizations and program offices into a single budget request.
  • Supporting the development of new methods and techniques of budgeting for the forecasting of short and long-range funding needs.
  • Supporting efforts to respond to requests for budget information by the Department of Homeland Security, Office of Management and Budget, Congressional staff members, and other high-ranking officials.
  • Researching and supporting senior analysts in the interpretation of Executive Orders, Office of Management and Budget (OMB) guidelines and directives, policies and precedents.
  • Supporting cost analysis, benefits, and trends in obligations and expenditures of funds.

    Education Substitution GS-09 : Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in any field, or a L.L.B. or J.D. for the experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. You are required to submit proof of your claim.

    Education Substitution GS-11 : A Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim.

    Combining Education and Experience : Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must :

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12 / 01 / 2025.
  • The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.     Residency : There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
