Oregon Youth Authority (OYA) is seeking a strategic and resolute HR leader to serve as our Deputy Human Resources Administrator. This key leadership role directs the day-to-day operational functions of OYA's Human Resources program while advancing our mission through a strong commitment to diversity, equity, inclusion, and positive human development. The Deputy Administrator provides expert leadership in labor relations, workforce strategy, and HR policy, ensuring OYA managers, staff, and stakeholders receive professional, timely, and equitable support. This position requires a proven senior-level HR leader who thrives in a unionized environment, anticipates and mitigates risk, and builds an inclusive culture where staff are empowered to grow, serve, and succeed.

Top Duties of the Position :

• Direct and oversee day-to-day operations of HR, including employee and labor relations, recruitment, classification / compensation, safety and wellness, and extended leave programs.
• Lead OYA's labor relations program : negotiate collective bargaining agreements, administer contracts, resolve grievances, and partner with DOJ, DAS, and union representatives.
• Provide consultative advice to OYA leadership on complex HR issues, including workforce investigations, litigation risk, and organizational strategy.
• Supervise and mentor a team of Senior HR Analysts, recruiters, and specialists; build staff capacity through coaching, training, and professional development.
• Evaluate HR programs and implement policies, goals, and performance measures aligned with OYA's mission and strategic plan.
• Oversee safety, workers' compensation, FMLA / OFLA, and Paid Leave Oregon programs, ensuring compliance and compassionate support for staff.
• Partner with managers across OYA to identify challenges, implement policy improvements, and design organizational structures that meet operational needs.
• Champion equity and inclusion in all HR practices, using OYA's Equity Lens to recruit, retain, and support a diverse workforce and to remove systemic barriers.
• Represent OYA in hearings, arbitrations, and statewide HR initiatives, testifying as needed on workforce management issues.
• Serve as backup to the HR Administrator and represent HR leadership in agency-wide committees, workgroups, and strategic initiatives.
