Mission

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the city, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco : health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.

Job Description

Under general direction, the Senior Epic Business Analyst oversees the more difficult and complex aspects of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment and administration; may be the primary MIS resource for an organization with a complex system.

The 1053 Senior IS Business Analyst may perform other duties as assigned / required.

Minimum Qualifications

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Assessment Component

Candidates that meet the minimum qualifications will be invited to participate in an exam that is designed to measure the knowledge, skills, and abilities in job related areaswhich may include but not be limited to :

Behavioral Consistency Questionnaire (Weight : 100%)

Candidates must achieve a passing score on the exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Qualified applicants who apply to both 1053-EPIC IS Business Analyst-Senior and 1053-IS Business Analyst-Senior (Multiple Positions for UX, Operations, and GIS) will complete a single examination.

Some assessment items from the 1053 examination will also be used for the 1052 assessment. If you apply to 1052 and 1053 recruitments and qualify, you will only need to answer the items common to both recruitments once. You will need to answer additional items specific to the 1052 recruitment.

Certification

The certification rule for the eligible list resulting from this examination will be the Rule of List.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
