Essential responsibilities
- Develop and maintain application architecture standards, frameworks, and patterns that align with statewide IT strategies; participate in enterprise architecture governance to ensure consistency across systems and agencies.
- Support the CTO's modernization roadmap by assessing legacy applications for cloud readiness and opportunities to enhance interoperability; define technical reference models and create reusable solution components to drive standardization.
- Translate business objectives and requirements into secure, scalable, and sustainable technical solutions; design end-to-end architectures that integrate on-premises, cloud, and hybrid environments.
- Collaborate with Business Architects, Technical Product Managers, and Solution Architects to align designs with business capabilities and data strategies; ensure solutions meet accessibility, cybersecurity, and performance requirements.
- Lead technical reviews, design sessions, and project activities; provide expert guidance on architecture patterns, frameworks, and best practices; recommend technologies, platforms, and vendors to balance cost and project needs.
- Embed security-by-design and privacy-by-default principles; adhere to state cybersecurity policies, federal data exchange standards, and NIST frameworks; design secure data exchange and interoperability with agencies and external partners.
- Partner with enterprise architects, data architects, and integration teams to ensure initiatives align with statewide architectural principles; contribute to multi-year modernization roadmaps and migration strategies.
- Communicate architectural decisions clearly to executive leaders and technical teams; drive alignment between business, data, and technical domains.
- Support DevSecOps and automation practices to improve delivery efficiency and maintain compliance across development processes.
Qualifications
Initial Screening Criteria
Bachelor's degree in computer science, Information Systems, or related field (or equivalent experience).10+ years of experience in application design and development, including 5+ years in a lead or architecture role.Experience in enterprise modernization, system integration, and cloud transformation.Knowledge, Skills And Abilities
Expertise in designing and modernizing large-scale, cloud-native architectures (microservices, event-driven, serverless) and legacy modernization.Proficiency across leading cloud platforms (AWS, Azure, GCP) and their native services for compute, networking, security, and data.Experience with API-driven architectures, API gateways, service mesh, and security for public and private APIs.Proficiency with modern development stacks (Java, .NET, Node.js, Python, or Golang) and DevOps / GitOps with Infrastructure-as-Code.Ability to document architectural decisions using modeling tools (e.g., ArchiMate, Sparx EA).Experience with hybrid and multi-cloud integration models and public sector regulatory requirements.Knowledge of federal / state cybersecurity and risk management frameworks (e.g., NIST 800-53, FISMA, FedRAMP, CMMC).Understanding of enterprise data exchange standards (e.g., NIEM, HL7, FHIR) and modern messaging / middleware for secure interoperability.Strong problem-solving, analytical, and communication skills; able to present to executives and technical teams; lead cross-functional architecture initiatives.Ability to balance enterprise standards with project agility while maintaining governance and security.Ability to evaluate trade-offs between technology, cost, and long-term maintainability.Ability to stay current with public sector technology trends, including zero-trust security and cloud migration.Experience guiding and mentoring teams; ability to oversee and supervise others.Additional Information
