Job description

Powell Consulting Group (PCG) supports the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) in ensuring the defense acquisition community has the research and engineering capabilities required to define, develop, cost, test, operate, and sustain defense systems throughout the acquisition life cycle. OUSD(R&E) develops and implements policy, builds workforce capability and capacity, and provides technical engagement with DoD Components, industry, and academia to shape the future of research and engineering.

PCG seeks a motivated, hardworking Systems Engineer / Program Analyst to serve as a technical subject matter expert supporting the Director for Digital Engineering, Modeling and Simulation, and the Director for the Systems Engineering Research Center (SERC).

Key Responsibilities

  • Develop and manage complex system models using MBSE tools such as Cameo Systems Modeler or MagicDraw. Capture and analyze requirements, architecture, behavior, and interfaces across acquisition programs.
  • Apply MBSE best practices and integrate tools across systems and classification levels to advance DoD's transition to digital engineering.
  • Provide recommendations on positions, policies, and procedures to optimize standardization during weapon system design and reviews.
  • Deliver technical and management input to data calls, briefings, articles, and reports for senior DoD leadership.
  • Work with multidisciplinary teams and government stakeholders to effectively communicate complex technical concepts using models and visualizations.
  • Plan, execute, and evaluate technical research programs, ensuring schedules, deliverables, and quality standards are met across all phases.
  • Collaborate with senior management, researchers, engineers, and external partners to align project scope and deliverables with DoD goals and requirements.
  • Combine program management expertise with systems engineering principles to support execution, oversight, and evaluation of research initiatives.
  • Develop and maintain dashboards and reporting tools to track the status, progress, and outcomes of research projects across the 20 collaborating universities that comprise the SERC

Minimum Qualifications

  • Bachelor's degree in engineering or related discipline
  • 5 or more years of experience in Engineering, Computer Science, Mathematics, Operations Research, or related field
  • Demonstrated experience with MBSE methodologies and tools such as Cameo Systems Modeler, Cameo Systems Architect, or equivalent
  • Working knowledge of UAF, DoDAF, TOGAF, UML, and SysML
  • At least 5 years of engineering experience in the defense acquisition community including industry, military, government civilian, or contractor support
  • Proven ability to manage senior customer relationships with at least 1 year of direct experience
  • Strong systems thinking skills for both complex technical analysis and long-term strategic guidance
  • Strong problem-solving, prioritization, and organizational skills
  • Clear and effective written and verbal communication skills with the ability to convey technical concepts to diverse audiences
  • Demonstrated consultative skills in requirements gathering and solution development
  • Experience planning and facilitating working groups and preparing and briefing senior leadership
  • Current, Active Secret clearance required
  • Desired Qualifications

  • Demonstrated ability to communicate with senior leadership in high-pressure environments, presenting analytical results and actionable recommendations
  • Familiarity with digital engineering strategies, ontologies, and standards to support semantic interoperability and digital thread development
  • Proficiency with basic program management tools and processes including scheduling, task tracking, and milestone reporting
  • Familiarity with contract deliverable management, quality control, and configuration management processes
  • Demonstrated ability to support planning and facilitation of program reviews, technical interchange meetings, and stakeholder coordination
