Earned Value Analyst Lead
Blackstone Talent Group, an award-winning technology consulting and talent agency is seeking a Earned Value Analyst Lead to join our Client's team.
We're looking for an Earned Value (EV) Analyst Lead for Amentum's Missile Defense Division. The EV Analyst Lead reports to the EV Manager supporting the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) Contract. The EV Analyst Lead will lead a team of EV analysts that are matrixed across multiple task orders and ensure full compliance with documented EV standards and guidelines, the IRES EVM System Description, DoD Earned Value Management Implementation Guide (EVMIG) and established best practices.
The candidate will be responsible for the following :
Leadership & Management :
- Provide day-to-day leadership, guidance and mentorship to the EV analysts and other team members on best practices and EVMS principles
- Develop and deliver training to project personnel on EVMS requirements, EVM tools, processes, and best practices
- Identify opportunities to improve EVM processes and support the adoption and testing of new EVMS or automation tools.
Technical Acumen :
Ensure cost and schedule performance measurement baselines, including management reserves and undistributed budgets, are developed and maintainedConduct regular project performance analysis, calculating and interpreting key EVM metrics like Cost Performance Index (CPI) and Schedule Performance Index (SPI)Perform and review estimates at completion (EACs) and estimates to complete (ETCs), predicting final project costs and completion datesEnsure on-time delivery of comprehensive monthly reports and dashboards for internal management, senior leadership, and external customers, highlighting performance, variance drivers, and risksAnalyze / Resolve cost accounting, charging, and funding discrepancies.Customer Engagement and Collaboration :
Optimize customer visibilityCollaborate with project managers, control account managers, and stakeholders to ensure accurate schedule development and to communicate schedule status and risks.Basic Requirements :
Must have 14, or more, years of general experienceMay be reduced with the completion of advanced educationMust have 8, or more, years of directly related / specialized experience as an EV schedulerMust have 5, or more, years or experience working in a management or leadership roleMust have, or obtain, an active DoD Secret Security ClearanceDesired Requirements :
Experience providing direct support to Control Account Managers (CAMs), Project Managers (PjMs) and contract leadership performing in-depth financial analysis, supporting the development and maintenance of project baselinesExperience providing regular and ad-hoc reporting and data analysis requestsExperience supporting monthly status and forecasting efforts, supporting monthly earned value variance analysis development (to include identification of root cause(s) and variance impacts) and developing and maintaining corrective action effortsExperience in funding analysis and funding status reporting to the customerExperience in DECM testing, analysis of the test results, developing corrective action plans (when necessary) and implementing those corrective actions through completion and revalidation of test resultsExperience leading the preparation and execution of monthly integrated program management reportsExperience maintaining accurate logs and files as required on an earned value contract (CBB logs, MR logs, UB logs, change control logs, etc.)Experience performing data analysis utilizing standard tools (MS Excel)Experience performing analysis using PowerBIExperience working within defined financial guidelines (DCAA and / or DCMA experience)Security Clearance Required : Secret
