Facilities Management Project Technician

Are you detail-oriented, organized, and eager to learn, with strong communication skills and the ability to manage multiple tasks in a fast-paced environment? Franklin County is seeking a knowledgeable, dedicated, and collaborative individual to serve as Facilities Management Project Technician.

Compensation : Estimated Hiring Salary Range : $47,471-$49,845

Work Schedule : Monday-Friday 8 : 00 am to 5 : 00 pm

Duties and Responsibilities / Knowledge, Skills, Abilities

Essential Duties and Tasks Plans, organizes, and coordinates a wide variety of capital construction and other projects; manages small projects independently and participates as a team member in larger project management with the Project Manager, Director and / or Superintendent. Gathers information necessary to prepare thorough requests for proposal and / or bid specifications; ensures proper details are covered; compiles bids and proposals in spreadsheets and participates in analysis of proposals and bids; participates in selection of contractors, architects, engineers, and other vendors; creates bids requests for renovation and repair projects for County buildings and facilities, construction projects, etc.; reviews small project bids and manages projects. Participates in construction meetings for assigned projects; requests and processes requisitions and purchase orders as needed. Establishes project time schedules and monitors projects for adherence to schedules, materials, requirements, specifications, regulations, policies, procedures, and completion; reviews bills, as-builts, etc. prior to payment authorization. Represents the department with a variety of contractors, engineers, local and regional groups, etc. Develops various documents, budgets and plans, compliance reports, and written responses; develops cost estimates for projects; compiles, monitors, and analyzes various system performance data and makes recommendations; maintains a variety of records and prepares reports as needed. May perform journey level trades construction and repair work in a variety of trades fields in the maintenance, repair and construction to buildings, facilities, and equipment. Completes workorders and PMs Additional Job Duties Backs up other staff as needed. Performs other duties as assigned. Call back required and after hours required as needed for monitoring contractors and inclement weather cleanup.

Knowledge, Skills, and Abilities Journey level knowledge of the principles and techniques of the various skilled trades required of the position. Considerable knowledge of the principles and practices of project management and contract management. Considerable knowledge of public financing, purchasing, contracting and bidding laws and regulations. Considerable knowledge of modern office technology and technology specific to facilities construction management. Knowledge of construction principles, practices, methods and materials. Working knowledge of accounting methodologies and record keeping requirements as they are accomplished in public sector project management and grant reporting. Skill in collaborative conflict resolution, meeting facilitation and customer service excellence. Skill in the use of information technology in areas of work assignment including research, writing, and recordkeeping. Skill in writing both creatively and technically for the effective accomplishment of varied assignments. Skill in the development of forms, form letters, tables, spreadsheets, databases, etc. to compile records and generate reports. Ability to conduct research using technology and hard copy sources to accomplish required grant development and reporting. Ability to manage time effectively to handle multiple priorities and a variety of work activities with competing priorities and deadlines. Ability to communicate effectively in oral and written forms. Ability to establish and maintain effective working relationships with supervisor, co-workers, elected and appointed officials, grant funding agencies, consultants, contractors, and the general public.

Desirable Education and Experience

High school diploma supplemented by course work in varied technical or building trade skills and journey and advanced level experience in the assigned building trades and considerable experience in project management, or an equivalent combination of education and experience.

Other Information

Must possess an appropriate valid North Carolina driver's license upon hire. Completion of project management training within one year of hire. Completion of Defensive Driving training, HIPPA training, First Aid and CPR training, SDS training, Chemical Use training, Ladder and Scaffolding training, Hand Tools training and Safety and Health training within six months of employment.
