Job Title : Director Of Behavioral Health
The Director of Behavioral Health will ensure Easterseals Northern California program and clinical management teams function effectively and deliver high-quality care. This role supports the Vice President of Programs and oversees the day-to-day operations of clinical programs to ensure they are mission-based, fiscally responsible and meet or exceed the requirements of regulatory and / or certification agencies.
This role is based in California, with the required capability to travel to all worksites throughout California and travel as required.

- Provides clinical supervision, management oversight, professional development, and work direction to program management, including clinical supervision to meet clinical staff certification / licensing requirements.
- Provides direct supervision, leadership and management for ES NorCal Care Team Managers, and other Program Managers.
- Executes the ES NorCal Director of Behavioral Health Annual Plan, budgets, and operating plans.
- Meets or exceeds ES NorCal Behavioral Health budget margins and billed hour targets.
- Analyzes success measures to ensure clinical quality is met.
- Responsible for ensuring direct reports have the tools and training necessary to effectively manage their direct reports.
- Reviews direct report's goals and performance on a regular basis, providing feedback, coaching, and training for development as needed, including using the FoC performance management tools.
- Supports communication between program management by ensuring formal and informal methods are routinely employed including routine staff meetings, written communications, electronic communications, and other outlets as identified.
- Mentors and develops program management using a supportive and collaborative approach aligning to organizational performance management system; assign accountabilities; set objectives; establish priorities; and monitors and evaluates results.
- Provides coaching and consultation to treatment teams to ensure appropriate, professional, and collaborative relationships are established and maintained with client families; Intervenes as necessary to support and / or repair relationships with client families, attends to formal grievances related to clinical programs.
- Collaborate with FoC shared services departments to ensure successful delivery of clinical excellence, finance, revenue cycle, IT, and people and performance-related services.
- Ensures programmatic compliance with appropriate standards of accreditation and funding agencies and takes appropriate action if not.
- Administrative / Operational :
- Evaluates performance at the individual, CTM team and program levels against monthly productivity targets; and ensures that managers / supervisors remain accountable for the productivity of their direct reports.
- Oversees and ensures accurate documentation of billable services meets the requirements of regulatory agencies and funding sources and is HIPAA compliance.
- Supports program management to ensure that services are provided to the full extent of authorizations per client in all program locations.
- Recommends and oversees programmatic improvements as appropriate to support satisfaction of clients, funders, employees, and network providers.
- Ensures Easterseals Behavioral Health and FoC policy and procedures are in compliance with local, state, and federal regulatory agency rules across all program locations.
- Participates in recruitment, interviewing, selection, and onboarding of clinical management and / or staff, which may include Saturdays or weeknight events. Oversees management and clinical staffing decisions including hiring, termination and assignment.
- Participates in special projects as assigned.
- Attends staff meetings, in-services, training, conferences and other meetings as assigned.
- Responsible for completing additional duties as assigned by supervisor.
- Collaborate with Family of Companies (FoC) shared services departments to ensure successful delivery and application of clinical excellence-, finance-, revenue cycle-, data analytics-, contracts, IT-, quality-, people & performance-, and recruiting-related services to day-to-day operations.
- Maintain necessary continuing education requirements.
- Complete additional duties as assigned by manager.
Qualifications :
Minimum Education, Experience & Training Equivalent to :Master's degree, PsyD, or PhD from an accredited college or university in one of the following disciplines is required : applied behavior analysis, early childhood education / development, special education, pediatric therapy, psychology or related field.Board Certified Behavior Analyst (BCBA) in good standing for a minimum of five years.Minimum of five years' experience leading teams in a supervisory role in Autism Services or Behavioral Health Programs or other related multi-disciplinary team setting.Knowledge & Skills :Strong demonstrated skillset in leadership, mentoring and managing teams.Knowledgeable of evidence-based methodologies found to benefit children diagnosed with ASD, including Applied Behavior Analysis (ABA), Early Start Denver Model (ESDM), Treatment and Education of Autistic and related Communication-Handicapped Children (TEACCH), Picture Exchange Communication System (PECS), and Pivotal Response Training (PRT).Extensive training in the field of ABA, Autism Services, Behavioral Health and knowledgeable of other community resources and agencies that serve families qualifying for these services.Familiar with common modalities in ABA treatment delivery, including but not limited to; Verbal Behavior Milestones Assessment and Placement Program (VB-MAPP), Assessment of Functional Living Skills (AFLS), Essential for Living (EFL)Strong clinical background and knowledge in best practices in Behavioral HealthExperience successfully managing complex program budgets.Commitment to building, developing, and supporting diverse teams.Enthusiasm and commitment to the values of the organization while consistently demonstrating good judgment, flexibility, patience and discretion when dealing with confidential and sensitive matters.Capacity to communicate effectively verbally and in writing, American Sign Language or bilingual ability a plus.Sensitive to working with an ethnically, linguistically, culturally, and economically diverse population.Consistently demonstrate good judgment and decision-making skills.Exercise confidentiality and discretion pertaining to the work environment.Develop effective working relationships with individuals at all levels of the organization.Personable; ability to work comfortably with individuals at all levels of the organization in a high energy and fast paced environment.Work independently and to be flexible in changing work priorities.Attending all required training.Physical Requirements :Sit for extended periods of time up to and including 6-8 hours a day.Frequent speaking and listening (25-75%) to clients, team members, and others in the workplace.Visual and auditory ability to work with staff and others in the workplace continuously.Utilize computer and cell phone.Frequent proofreading and checking documents for accuracy.Must be able to communicate effectively within the workplace, read and write using the primary language within the workplace.Frequent driving (to from office locations & client homes)Frequent exposure to disability disorders in clients; occasional emergency situation response; occasional exposure to trauma; client contact and decision making; constant concentration required when working with clients.Work inside client homes; occasional work in outdoor settingsAbility to travel between California and Hawaii as needed based on business needs.Conditions of Employment :Must have a valid California Driver's License with insurance and maintain a clean driving record.Must pass health screenings, obtain required vaccinations, and clear TB testing based on company policies.Must obtain and maintain criminal record clearance through the Department of Justice (DOJ). The People & Performance Department will analyze DOJ / FBI live scan reports in accordance with applicable Federal, State, and Local laws, as well as fitness for the position.Must obtain and maintain clearance through the Office of
