Job Summary
The Program / Project Analyst – Permits provides permit acquisition support for construction work performed in the Public Right of Way and Caltrans right-of-way under established franchise agreements. Reporting to the Northern Division within the Construction Permit Organization (CPO), this role partners with planners, construction teams, and governmental agencies to ensure compliant and timely permitting for utility infrastructure projects. Key Responsibilities
- Review complex project plans and construction drawings to identify required permits
- Determine appropriate internal resources to support permit acquisition activities
- Communicate with governmental agencies and external organizations to secure favorable permit conditions
- Develop and maintain strong relationships with permitting agency staff
- Prepare, submit, and obtain approved excavation, encroachment, and traffic control permits
- Serve as a single point of contact for internal and external permit-related inquiries
- Track permit application status and report progress to internal stakeholders
- Provide approved permits to project managers and construction teams prior to construction start
- Address unfavorable or unacceptable permit conditions and escalate as needed
- Mentor entry-level permit and contract specialists
- Support new business processes and maintain work practices aligned with client standards
- Perform additional duties as assigned Required Skills & Qualifications
- years of experience in permitting, planning, engineering, construction, inspection, utility design, and / or project management support
- Experience acquiring encroachment, excavation, and / or traffic control permits
- Proven ability to interface with governmental agencies to obtain construction permits
- Experience working within construction timelines and cross-functional teams
- Strong project status reporting skills for internal and external stakeholders
- Proficiency with Microsoft Word, Excel, and Access Education
