Procurement Specialist
Plans and executes the procurement of standard and custom materials and/or services for the Kansas City National Security Campus (KCNSC). Develops and executes a procurement strategy that provides the best value and prioritizes quality and on-time performance.
Duties and responsibilities include:
- Performing all procurement activities and administering purchase orders in conformance with applicable purchasing procedures and policies.
- Analyzing requisitions and related drawings and specifications; identifying/selecting suppliers; determining the type of order to be issued; issuing requests for proposals; negotiating prices, terms and conditions, and delivery schedules; placing purchase orders; assuring product delivery, negotiating delivery schedule changes, and developing inventory plans as required.
- Initiating and coordinating discussions or meetings between suppliers and internal departments to resolve procurement-related problems.
- Analyzing pricing, production, and inventory trends to assure competent supply sources and economical procurement.
- Serving as a full-time member of respective purchased product teams and other cross-functional teams and being involved with the development and implementation of strategic supplier management concepts.
- Assurance of product delivery.
- Planning, scheduling, and negotiating orders utilizing ERP planning recommendations.
- Negotiating settlements on rejected material and claims resulting from purchase order changes or terminations.
- Approving supplier invoices for payment when necessary.
- Interaction with internal next assembly users, Product Engineering, Program Management, Product and Field Quality, Accounting and the Design Agency for requirements clarification, planning, product status reviews and problem resolution.
- Analyzing need and preparing requests for advance procurement authorizations. Preparing reports as requested by supervision or as required by procedures.
- Providing guidance and necessary training to lower classifications in purchasing techniques.
- Negotiating directly with suppliers; completing in-depth price analyses, marketplace surveys, and sole and single-source justifications.
- Developing formal negotiation plans; implementing quality requirements; resolving exceptions to KCNSC terms and conditions; and having possible involvement with cost and pricing data and cost accounting standards.
- Developing and providing input to the purchased material budget as appropriate to assure commitment or incurrences as required.
You must have:
- Bachelor's degree.
- Two or more years of progressive procurement experience.
- Ability to travel as determined by the needs of the business.
- Ability to work on-site as directed by management and is determined by the needs of the business.
- Regular and reliable attendance is an essential function of this job.
- United States citizenship.
- Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).
