Position Description :
IDS is currently searching for Planning, Programming, Budget, and Execution (PPBE) Budget Analysts with experience in Department of Defense (DoD) financial management processes, government financial and accounting systems, acquisition and budgeting processes, and relational databases to provide support and training on-site to a government customer. This individual will develop, train, brief, integrate, correlate and analyze various phases of the Planning, Programming, Budgeting and Executive process as it applies to the administration and management of all programs within the AATS enterprise.
Responsibilities include, but are not limited to, the following :
- Provide Planning, Programming, Budgeting, and Execution subject matter expertise for U.S. Government budgets
- Assist the Government in performing research, conducting reviews and providing assessments in support of, at a minimum, the development of the (POM), Budget Exhibit preparation, Staffer Day preparations, funds receipt, analysis reporting, Spring Program Reviews, Investment Budget Review, PMR’s, Mid-year Execution Reviews, Baseline Execution Reviews, Vice-Commander’s Forum, Financial Planning Working Group, Resource Management Board reviews, Financial Management Reviews, Acquisition Mission Support, Business Management Reviews
- Assist the Government with budget execution activities to include but not limited to Open Document Listings and DAR-Q reviews, Military Interdepartmental Purchase Requests, Miscellaneous Obligation / Reimbursement Documents and other financial data validation
- Analysis of the AATS Mission Support Cost bills, and the associated bills & sources mapping and allocations
- Funding profile analysis
- Budget exhibit reviews; Unfunded Requirement List prioritization, updates, and maintenance
- Develop Below Threshold Reprogramming funding packages
- Acquisition reporting (e.g. MAR / DAES / SAR)
- Suspense and tasker tracking, tasker tracking, unliquidated obligation, and negative unliquidated obligations
- Review financial management policy, regulations, guidance, and publications
- Compliance analysis with the President’s Budget, program objective memorandum, and all other applicable funding documents
- Develop Continuing Resolution Authority funding requirements
- Provide internal process and procedure efficiency and improvement initiatives
- Produce financial management (budget) related inputs for the respective sections of Acquisition Reports to include, but not limited to, the Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Monthly Acquisition Reports (MAR), Acquisition Program Baseline, supplemental reports, and PMR’s, utilizing Government-accepted databases and software drawing on Government accepted best practices and guidelines
- Integrate and correlate program execution data with the program baselines and approved budgets to accurately develop, maintain, and update acquisition reports as required by DOD policy for Acquisition Category I, II, and III programs at the Division
- Validate data in the acquisition reporting system agrees with data in the appropriate Government financial / accounting system and report differences to the Government
- Document evaluation results in Program Deviation Reports for coordination with the Government to highlight baseline deviations and breaches of reporting thresholds tracked within the respective acquisition report.
- Ensure compliance with Financial Improvement and Audit Readiness guidelines at all times and maintain processes for accurately and thoroughly responding to financial management activities in accordance with official directives, regulations, and guidance
- Support and document response to Air Force / Space Force & HHQ directed audits
- Otherwise support a government financial office
Knowledge and Skills :
This position requires a minimum of nine (9) years of government acquisition, finance or financial management, program management or related experience within a DoD organization and a minimum of five (5) years of DoD Space experience.Comprehensive Cost and Requirement System (CCaR) experience and / or certification is preferred.Education and Work Experience :
This position requires a minimum of a Bachelor's degree Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics or other related discipline.Physical & Mental Qualifications :
Must be able to sit, type, hear, see, and speak for extended periods of time.Must consistently work and type on a computer for prolonged periods of time.Must be able to communicate accurate information and ideas so others will understand.Must be able to lift / carry at least 15 lbs.May be required to move about inside an office to access file cabinets, office supplies, etc.Security Clearance :

Normal work schedule hours may vary, Monday through Friday. May be required to work additional hours and / or weekends, as needed, to meet deadlines or to fulfill travel obligations.
Salary Range :
80,000- $120,000 per yearThe estimated salary range listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job posting and may be modified in the future. The disclosed salary range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled.
