BASIC FUNCTION
To design maintain and modify various countywide and finance department-specific automated financial system programs and plan coordinate and manage these database systems through all phases of preparation of the countys general ledger annual financial report budget payroll cost allocation plan attendance tracking and any other Finance Department database system solutions. These various business solutions may be for the Finance Department specifically or enterprise-wide solutions.

STATEMENT OF ESSENTIAL JOB DUTIES
- Oversees and troubleshoots the Countys integrated budget financial and payroll / attendance systems by ensuring system integrity testing and implementing updates recommending account structures and providing user training and support.
- Solves extremely complex issues on the financial business systems that have enterprise-wide impact demand an exceptional number of resources are of exceptionally long duration and / or exceptionally high risk.
- Leads and mentors teams and staff at lower technical levels leads groups is the principal advocate within the County for multiple financial system functions and represents the County for enterprise-wide financial systems. Serves as a departmental spokesperson on technical matters acts as a consultant on feasibility for other complex information and tasks related to financial management systems.
- Designs computer systems to analyze data from other agencies.
- Modifies designs and programs budget financial payroll and attendance information reports according to client specifications using and / or integrating a variety of software.
- Modifies designs coordinates and reviews various system processes which may include maintenance of the general ledger month and year-end closings budget development and maintenance payroll / attendance development and maintenance. Documents all aspects of the various systems processes.
- Provides support to department staff in developing automated solutions to routine budget cost / special studies financial and payroll / attendance tasks. May act as project lead in helping customer departments develop automated solutions to related workflow issues.
- Provides technical assistance and training to countywide end-users in using financial / budget / payroll / attendance software including BARS state reporting requirements general ledger report writing etc.
- Analyzes new union state and federal required accounting budget payroll / attendance requirements; develops and implements changes to the systems which will meet new legal requirements.
- May represent and / or directly provide information and analysis to management in support of bargaining union contract negotiations related to compensation and benefit agreements. Assists management negotiators in determining the abilities and limitations of automated systems in relation to proposed payroll and attendance benefit changes. May make recommendations on the best solutions from a systems perspective.
- Develop and maintain a variety of relational database applications. Ensure the applications are built and maintained with sound design practices. Analyze user and database activity to detect and resolve application problems and faults.
- May participate in internal confidential investigations of personnel as requested by the Countys Controller.
- Conducts participates in and coordinates a variety of accounting payroll / attendance and budgeting-related special studies.
STATEMENT OF OTHER JOB DUTIES
May perform any of the duties and responsibilities of all lower-level positions.May perform duties at the same level as those in other specialty areas.Performs related duties as assigned.Minimum Qualifications
MINIMUM QUALIFICATIONS
A Bachelors degree in accounting information technology computer science business administration or related field; PLUS six (6) years of professional accounting system experience including extensive experience with automated financial systems; OR any combination of training and / or experience that provides the required knowledge and pass job-related tests.
PREFERRED QUALIFICATIONS
Previous financial system experience at a governmental agency and / or IT certifications in multiple directly related specialties are preferred.
