Job Description : Overview
This is a highly responsible position managing the city's information technology Enterprise Applications and Software as a service (SaaS) portfolio. This position serves as the technical expert for application design, installation, maintenance, and problem resolution. Ensures that inter-connectivity, intra-connectivity, and cloud connectivity of city-wide applications and services are maintained in a mission critical 24 / 7 data processing environment.
Essential Functions
- Assists in identification of new technologies, selection of systems, and installation activities to best meet organizational needs.
- Oversees standard operating procedures concerning departmental information technology (IT) Enterprise applications.
- Oversees System Administration for the organization including on-premises and Azure Microsoft Active Directory, synchronization to cloud and Office 365 products and Enterprise SaaS applications.
- Assists in restoration services and disaster recovery services, including cloud and disaster recovery.
- Provides technical guidance and timely problem resolution to organizational staff for Enterprise applications and SaaS.
- Plans, designs and manages the maintenance and expansion of the City's Enterprise Applications in order to ensure data integrity and availability along with efficient performance, data retrieval, and security.
- Provides technical application support and guidance to the IT staff.
- Controls and monitors the integrity of data stored in the application, memory usage and access times for database functions, and the storage of data files; initiates data recovery procedures when data integrity is in question due to power failure, Internet availability, and / or program failure, etc.
- Gathers and maintains information to support periodic and special reports (including IT related public records / investigative requests) documenting agency activities and events.
- Ensures that applications and related services are documented and kept current, including system parameters and baseline settings.
- Manages change control and security for SaaS and Enterprise applications.
- Reviews and ensures complete and appropriate handover of documentation prior to operational acceptance of new or changed applications.
- Keeps abreast of technical developments of operational importance to the departments and participates in developing or setting standards as directed.
- Establishes and maintains effective working relationships with all stakeholders.
- Maintains development, testing and production systems for applications; implements and tests system upgrades and assists in troubleshooting, where necessary.
- Ensures continuity of the business processes supported by the many applications / services.
- Works directly with the business units and their Subject Matter Experts (SME's) to learn the user side of the applications for faster resolution of issues.
- Manages the maintenance of the applications, including release updates and regression testing.

Minimum Qualifications
Bachelor's degree in computer information systems, Management Information Systems, or similar field,Four (4) years' experience involving applications support, cloud, SaaS or Office 365 management, systems analysis and design, systems administration, scripting, DB administration, and project management,Or the equivalent in education, training and experience which would provide the necessary knowledge, skills and abilities.Job Based Competencies

Physical Requirements
This is light work requiring the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required to operate standard office, data entry, word processing and other computer equipment. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.
Public Contact
Good interpersonal skills are an essential component of the position. Contacts are primarily with City employees and information systems staff. Contact with other cities and municipalities throughout the state may be required.
