Job description

Community Center Director

Under the direction of Service Area Coordinator employee has the responsibility to provide a broad range of recreational program activities and services designed to respond to the interrelated needs and interests of the served communities; may direct the activities of volunteers and / or part-time employees and / or seasonal employees assigned to assist them in providing those program activities and services. Performs related duties as required. Ensures security and safety of the public. Must be willing to work with children, teens, seniors, adults, and / or with persons with disabilities, when required. COMMUNITY CENTER DIRECTOR IS A TESTED POSITION. THE EXAM WINDOW WILL BE OPEN FROM OCTOBER 14TH THRU OCTOBER 16TH, 2025 FOR ELGIBLE CANDIDATES.

Knowledge of : Basic methods of instruction and teaching techniques; behavior issues and methods of managing behavior. Common communicable diseases and infectious conditions; characteristics of participants and participant behavior management; basic activities and services appropriate and available for different groups; customer service; national trends in recreation; communication techniques; emergency safety procedures; financial policies and procedures of the Department of Recreation's Financial Management Division; policies and regulations of the Department of Recreation and the rules and policies of the Cincinnati Recreation Commission; appropriate application of emergency aid and cardiopulmonary resuscitation; correct method of organizing a program in accordance with the goals and objectives of the Recreation Commission; mission, goals, and objectives of the Department of Recreation; the Americans With Disabilities Act (ADA) and how it applies to Department of Recreation programs and services; recreation leadership; program development; supervision; skill development; basic safety precautions to avoid the transmission of bloodborne pathogens; transfer and physical accommodations; participant behavior management; a variety of recreation program areas; a variety of specific activities within the following program categories.

Skill to : Organize activities; administer first aid and CPR; conduct activities in a variety of settings; provide assistance or accommodations to include participants with disabilities; coordinate programs; create and implement a variety of recreation programs; research community needs and planning.

Ability to : Demonstrate appropriate activity techniques; assess functional levels; problem solve; understand, recognize and network with social service agencies; work effectively as a team with staff, supervisors and managers, participants, parents, community groups and other agencies; manage multiple priorities; perform basic statistical math functions; identify potential hazards and unsafe conditions relating to recreation facilities and activities; accurately prepare records and reports; adapt activities to meet the varied functioning levels of the participants; plan activities reflective of the needs and desires of the community; enforce the rules and regulations of the Cincinnati Recreation Commission; work effectively with people of all groups and socio-economic backgrounds; transfer skills and expertise into recreation programs and services; manage time and resources; set activity priorities; communicate effectively, both orally and in writing and public speaking; develop, create lesson plan and assess progress, organize, and implement appropriate activities and services; perform simple clerical duties and basic computer skills related to assigned programs; directly instruct, teach, and / or program; manage the work of part-time employees assigned to assist in a program or activity; keep a clean, safe and functioning environment.

Plans / develops, organizes, coordinates, implements, directs and evaluates structured events, activities, and recreational programs based on the needs and interests of the communities served. Innovative and resourceful. Interacts positively with activity and program participants and their families, neighborhood and City groups, advisory boards, schools, churches, businesses, agencies, groups using departmental facilities, members of the public, and with departmental and City employees. May attend community, advisory group, and staff meetings. Creates lesson plans, work schedules, and field trip schedules. Cooperates in and assists in conducting events. Assists supervisors or managers by outlining and completing paperwork related to supplies, equipment, transportation, staff, and staff scheduling needed for activities, programs, and events. Assists supervisors or managers in the recruitment, selection, supervision, correction, and training of part-time or seasonal staff, volunteers, and / or maintenance staff assigned to the work unit. Assembles required data for weekly and quarterly reports, attendance reports, and registration reports. Assists supervisors or managers by verifying payroll-related information for part-time, seasonal, and / or maintenance staff assigned to the work unit. Applies and enforces safety principles and practices; identifies and eliminates basic unsafe work practices and conditions; reports in a timely manner unsafe work practices, conditions, accidents to participants, employees, and vehicles. Drives a car, van, or light truck to various locations; transports participants and / or supplies. Assists members of the public in registering for center, program or event membership. Assists supervisors or managers in the collection, receipting, and depositing of day camp payments, membership fees, program fees, facility rental fees. Answers telephone, personal, written, and computerized inquiries by citizens in a courteous and timely manner so that they can be directly helped or referred to the proper agency. Assists supervisors or managers by recommending the overall goals and objectives of community centers, programs, activities, events, senior centers, facilities, and / or sites. May provide, after training, assistance, and / or accommodations to include participants with disabilities. Examples of expected assistance or accommodations : (1) Assist participants with personal care tasks such as dressing, eating, and bath rooming; (2) Provide both verbal directions and physical assistance as needed, including opening food / drink containers, spoon feeding, keeping face and clothing free of food, etc.; (3) Bathroom assistance may include lifting on / off toilet, wiping, diaper changing, hand washing. May work in concert with other staff to ensure necessary arrangements are made for safety and effective delivery of programs and services. Must maintain certification and licensure requirements for CPR, first aid and Crisis Prevention Intervention (CPI). Reports maintenance problems to supervisors or managers. Documents problems and / or concerns to supervisors or managers. Attends training sessions, professional meetings, seminars, and workshops. Maintains awareness of new developments in the field of recreation. Incorporates new developments into programs. Assists supervisors or managers by monitoring center activities for health, safety, and security concerns. Recommends instructors for classes to supervisors and managers; reviews the work of instructors or coaches and makes reports and / or recommendations to supervisors and managers.

RESUME AND DEGREE / TRANSCRIPTS MUST BE ATTACHED OR APPLICATION WILL BE REJECTED COMMUNITY CENTER DIRECTOR IS A TESTED POSITION. THE EXAM WINDOW WILL BE OPEN FROM OCTOBER 14TH THRU OCTOBER 16TH, 2025 FOR ELGIBLE CANDIDATES.

Each applicant must have a Bachelor's degree in Parks and Recreation or in a field in which the Cincinnati Recreation Commission offers programming or services (e.g. art education, therapeutic recreation, geriatrics, special education, physical education, early childhood development, sports management) OR 30 semester / 45 quarter hours in recreation-oriented courses and 1,500 hours verifiable paid work experience in recreation programming and service delivery with the Cincinnati Recreation Commission or with an organization which offers similar programming services (e.g. YMCAs, YWCAs, Boys and Girls Clubs, parks and recreation departments, sports clubs, hospital recreation programs) OR High school diploma or GED and 4,500 hours verifiable paid work experience in recreation programming and service delivery with the Cincinnati Recreation Commission.

OTHER REQUIREMENTS Must have a valid Driver's License, when required. Must be willing to work irregular hours, evening hours, overnight, and weekends, if required. Must be willing to be reassigned to a variety of Community Center Director assignments, if required. Must be willing to work at multiple work sites during a workday, if required. Must be able to furnish own transportation. Must be reasonably flexible in stressful and / or emergency situations. Must be willing to work with children, teens, seniors, adults, and / or with persons with disabilities, when required.

MILITARY EDUCATION & EXPERIENCE EVALUATION Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

WORKING CONDITIONS : Office environment; exposure to computer screens; possible exposure to outside and inside working conditions; working closely with others; may be required to work alone and unsupervised; may be required to work irregular hours. Outdoor environments : exposure to extreme weather conditions- wet, cold, hot, slippery surfaces, high noise levels. PHYSICAL CONDITIONS Duties require maintaining physical condition necessary for sitting, standing, bending, kneeling, stooping, and walking for prolonged periods of time may require light to moderate lifting, reaching, pulling, and carrying; manual dexterity and audiovisual and linguistic acuity required.
