Human Resources Generalist
The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. MOCS aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective. MOCS seeks to hire an experienced, talented, and highly motivated individual to serve as Human Resources Generalist within the Human Resources unit. Under the direction of the Senior Assistant Director of Human Resources, the Human Resources Generalist, in collaboration with MOCS HR team, will work to ensure that all operational goals and procedures are identified and met. The Human Resources Generalist is responsible for the day-to-day personnel operations, including, but not limited to : processing new hires, transfers and promotions in compliance with citywide requirements and DCAS policies; processing employee leave of absence, suspensions and terminations; managing employee relations issues; conducting new hire orientation and providing on-going support to new staff; ensuring prompt evaluation, review, and response to all employee concerns and inquiries; attending recruiting events; providing employees with information pertaining to citywide policies and agency-specific rules and regulations; entering data for various personnel transactions within NYCAPS, as well as generate HR reports; introducing and implementing best HR practices and processes; processing civil service transactions including DP-72 and DP-189; coordinating agency training; providing payroll and timekeeping support; assisting employees with navigating CityShare and NYCAPS / ESS websites; reviewing confidential employee documents; providing employees with general information on pension system (NYCERS), health benefits, deferred compensation plans, and flexible spending programs; managing full-cycle recruitment within NYCAPS eHire; maintaining personnel files; assisting with special projects and attending unit and citywide meetings; and performing other duties, as assigned. Highly preferred skills include 3-5 years of human resources experience within NYC government, knowledge of City of New York payroll, timekeeping and employee leave policies, in-depth knowledge of City of New York personnel policies, including PSBs, experience working with City HRIS systems and applications, including NYCAPS, PRISE, PMS, CHRMS, RMDS, and CityTime, and experience with processing civil service transactions. Preferred skills include ability to maintain a high level of discretion and confidentiality, excellent verbal and written communication skills, strong analytical and computer skills, ability to effectively multi-task and prioritize, and ability to work independently and as part of a team.
