Description

The City of Anaheim Department of Public Works seeks a dynamic to work within the Operations & Maintenance Division to support citywide fleet operations. The Fleet Superintendent will direct, manage, supervise, and coordinate the activities and operations of Fleet Maintenance consisting of working closely and building relationships with internal departments including, Convention Center, Community Services, Fire, Police, Public Utilities, and Public works. Manage and oversee over 1,200 vehicles ranging from passenger vehicles, fire apparatus, police, public works, and utility vehicles, to various stationary equipment. Responsibilities include, but are not limited to: Parts Room, Heavy Equipment, Light Duty, Specialty/Upfitting, and Welding Shops. This position will be responsible for the vehicle replacement and maintenance program, contract administration, regulatory compliance, and the fleet budget to include internal service rates.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
  • Analyze costs and benefits related to vehicle maintenance and replacement.
  • Maintain the inventory of City vehicles in the fleet asset management system; process new vehicles to ensure prompt delivery to user departments; process used vehicles for reassignment or sale.
  • Coordinate the testing of underground fuel and oil tanks; monitor the collection and disposal of hazardous materials and waste; ensure compliance with material safety program.
  • Design and implement vehicle rental rates that effectively recover division costs and expenses; monitor vehicle maintenance and operation cost and compare with rental rates to ensure full cost recovery.
  • Improve systems and processes in fleet services to provide more cost efficient service to customers; conduct studies to determine inefficient areas of fleet activity to focus on for improvements.
  • Maintain fleet compliance with United States Environmental Protection Agency (EPA), California Air Resources Board (CARB), and the South Coast Air Quality Management District (SCAQMD) air quality rules and regulations.
  • Coordinate the organization, staffing, and operational activities of assigned area of responsibility for fleet services.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned area of responsibility, recommend and implement resulting policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate, and review the work plan for assigned section; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Participate in the selection of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Review capital improvement plans related to assigned services and provide input regarding future maintenance activities.
  • Supervise the preparation of time, material and equipment use records; requisition supplies and materials as required to ensure appropriate inventory levels to meet daily and emergency needs.
  • Respond to customer inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Provide staff assistance to higher level management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate assigned maintenance activities with those of other divisions and outside agencies and organizations.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields of maintenance and operations related to assigned area; incorporate new developments as appropriate into programs.
  • As assigned, serve as rotating duty manager for the division.
  • Perform related duties as required.

Qualifications

  • Five years of responsible fleet maintenance experience including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized or college level course work in construction technology, business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
  • Knowledge of operational characteristics, services, and activities of a maintenance, construction, and repair program; organization and management practices as applied to the evaluation of maintenance operations programs, policies and operation needs; modern and complex principles and practices of municipal maintenance operations; services program development and administration; principles and practices of public works maintenance operations and their application to a wide variety of operational programs; hazardous material containment and disposal principles and practices; specification writing principles and practices; preparation and evaluation of Requests for Proposal for services; principles and practices of contract administration; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, codes, and regulations.
  • Knowledge of modern and complex principles and practices of vehicle repair and maintenance including automotive and heavy equipment maintenance; fleet electrification, and generator maintenance; pertinent federal, state and local laws, codes and regulations including those regarding industrial safety, underground storage tanks, the collection and disposal of hazardous material and waste, vehicle operation and rules of the road; and City policies and procedures regarding the fleet rental system.
  • Ability to coordinate and direct maintenance programs; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing maintenance services; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; interpret and explain City policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
  • Possession of an appropriate, valid drivers license.
