The home base for this position is One Georgia Center (OGC) in Atlanta, GA. The incumbent provides quality employee relations service to various offices and other work units located at OGC, our satellite offices in the greater Atlanta area and any of seven Districts throughout the state. Travel to, from and between these locations is required. Incumbent reports directly to the Employee Management Relations Manager at OGC.

Description of Duties

Under limited supervision, advises managers and / or employees concerning a variety of Human Resource (HR) policies and job-related matters. The Employee Relations Specialist plays a key role in fostering a positive work environment by developing and implementing employee relations strategies, resolving workplace conflicts, ensuring compliance with labor laws, and supporting employee engagement and retention initiatives. This role serves as a point of contact for employee concerns and helps promote a culture of fairness, respect, and accountability.

Key Responsibilities

  • Serve as a resource for employees and management regarding workplace issues, HR policies, and labor law compliance.
  • Investigate employee complaints, grievances, and allegations of misconduct or harassment. Partner with leadership to address performance management issues and disciplinary actions.
  • Research, interpret, and provide advisory services regarding various areas of employment law such as the Family and Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA).
  • Develop and / or provide advice in the development of HR policies and procedures. Conduct training for supervisors and / or employees on a variety of work-related issues, as required.
  • Analyze employee relations trends and metrics to improve workplace practices and reduce risk.
  • Participate as a panel member in the interview and selection process. Participate in other HR special projects.
  • Support initiatives to boost employee morale, engagement, and retention.
  • Facilitate training sessions on conflict resolution, harassment prevention, and agency policies.
  • Perform other duties and responsibilities as required.
  • Statewide travel is required.

Minimum Qualifications

STATE ENTRY QUALIFICATIONS :

  • High school diploma or GED AND three years of experience providing educational, training or instructional services in a functional area.
  • AGENCY SPECIFIC QUALIFICATIONS :

  • Bachelor's degree from an accredited college or university in law, criminal justice or related field AND three years of experience in a related field OR two years of equivalent experience in a position equivalent to the lower level (HR Manager, EEO Officer, or Advanced Level HR Analyst).
  • Six or more years of HR experience, three years of which must be at a HR professional level.
  • Demonstrated ability to effectively advise managers and / or employees on issues relative to individual job performance and / or personal conduct.
  • Demonstrated ability to review, interpret and make recommendations concerning personnel policies and / or procedures.
  • Possess excellent interpersonal and communication skills with a demonstrated ability to interact with employees and managers at all levels and display a professional image.
  • Possess excellent problem solving skills with the ability to make sound, well-informed decisions.
  • Demonstrated ability to build effective teams, foster commitment and team spirit.
  • Must be a results oriented, self-starter that can work independently with minimal supervision.
  • Proficient in computer applications.
  • Ability to travel periodically between the Districts, OGC and satellite locations is required.
  • Committed to providing quality customer service.
  • AGENCY PREFERRED QUALIFICATIONS

  • Demonstrated experience using PeopleSoft HR or a similar software application.
  • Experience in using Microsoft Office Suite and SharePoint.
  • Self-motivated, results oriented and demonstrated ability to perform multiple tasks in a highly deadline-oriented environment.
  • A good working knowledge of a variety of HR policies and practices in a government organization (federal, state, county or municipal).
  • HR professional certification (SPHR or PHR from HRCI or SHRM-SCP or SHRM-CP).

    The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant's work history and performance (documented in HR and / or Office files), PeopleSoft / employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

    Good Employment Standing :

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Memorandums of Concern are not considered disqualifying factors. HR may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, they will be allowed to compete.
