What You Will Do
The Program Director is responsible for the overall management of the Clean Energy Jobs Act Clean Energy Contractor Incubator, a grant award issued by the Illinois Department of Commerce and Economic Opportunity (DCEO) to the SIU System Office of Community Engagement / SIUE. The Program Director oversees all key components of this project, and exercises significant authority to make programmatic and budgetary decisions while ensuring that fiduciary and government grant standards and requirements are met. This position manages two public-facing office locations, coordinates the subaward and subcontracts, and ensures that all activities, deliverables, budgets, and project administration goals are met on time and within budget. The Program Director helps hire and supervises Incubator staff, and coordinates trainings with experts in the field and outside groups and agencies. Responsibilities include program planning, oversight of program content and employees, budget preparation, policy interpretation, and coordination across state agencies, public universities, community colleges, workforce innovation areas, nonprofit and community-based organizations, and social service providers. The Program Director also directs logistics and planning, convenes diverse teams, and addresses challenges that arise from multi-organization collaboration. The position requires strategic leadership, administrative oversight, and operational management to guide complex, multi-organization initiatives and provide technical assistance across the incubator's network. To ensure long-term impact, the individual hired will also help pursue external funding to sustain the incubator beyond the initial award period.
This position will rotate between the two incubator locations : East St. Louis (1800 N. 25th Street) and Alton (620 East Broadway).

Minimum Acceptable Qualifications
Bachelor's degree in Public Administration, Business Administration, Community / Economic Development, Sustainability, Geography, Business Management, Sociology, Project Management, Industrial Organization, Civil Engineering, Construction Management, or a related field required; Master's degree preferred. Minimum of three years of experience in project or operations administration, with demonstrated ability to ensure compliance with state, federal, university, and funding sponsor guidelines. Strong knowledge of program management and administration practices, including grant development, fiscal management, and compliance requirements. Excellent interpersonal and communication skills, both oral and written, with the ability to work effectively.
