Lead Pricing Analyst

Job Summary
The Lead Pricing Analyst will lead the preparation of cost proposals and all accompanying financial and required documentation in support of contract bids. The role will oversee all aspects of the Price Volume, generating cost schedules and contractual elements in the development of proposals ranging in size from $10M to $5B. The Lead Pricing Analyst is expected to assure that our cost proposals clearly relay the various win themes that meet our customer's requirements and delivery winning prices as determined during strategic management reviews. This person must continually work to improve our cost proposal processes, developing and administering quality control reviews for other analysts. The Lead Pricing Analyst is considered an expert on the interpretation of Request for Proposals (RFP's) along with the application of various government regulations (FAR, DFARS, DLA SCA, and other government regulations). They will interact primarily with Capture Managers and Capture Team members, as well as other Business Unit and Leadership Team personnel.
Roles and Responsibilities
The Lead Pricing Analyst will be responsible for "owning" the entire cost volume from start to finish (e.g., coordinating with functional units such as Contracts, Procurement and Business Development) in driving the development of pricing strategy based on the solicitation. Specific responsibilities will include, but are not limited to the following :
Basic Qualifications
Bachelor's degree and eight (8) or more years of direct US Government pricing experience. Strong analytical skills and business acumen to develop sound financial analysis and strategic pricing recommendations. Ability to work independently as well as in a team environment characterized by changing deadlines, inquiries, and related pressures to accomplish short-suspense deliverables. Outstanding organizational, written, and oral communication skills as well as the ability to handle multiple assignments at one time. Recent history of preparing proposals for U.S. Government customers utilizing working knowledge of FAR, DFARS and CAS regulations / compliance. Cost / Price proposal narrative writing and subsequent experience providing comprehensive responses to pricing evaluation notices, final proposal revisions, etc. Attention to detail and demonstrated ability to think strategically in a fast-paced team environment. Experience with CPFF, CPAF, T&M, FFP, and FPLOE contract types. Excellent mathematical skills. Superior skill level in MS Excel and MS Word with some familiarity with MS Power Point and Adobe Acrobat.
Preferred Qualifications
Experience developing price-to-win analysis, customer assessments, competitive intelligence, and presenting pricing strategy recommendations to senior leadership. Experience developing pricing proposals that include direct hire as well as subcontracted staffing comprised of CONUS and OCONUS labor, union labor, third-country nationals, and local nationals. Experience collaborating with Legal, Tax, and Human Resources teams to ensure price proposals are fully compliant with local labor laws and applicable taxes. Prior audit / compliance experience as applied to the principles, methods, and practices of cost estimating. Experience Pricing OCONUS Base Operations Support Services and Logistics proposals.
