Job description

Job title : Business Analyst / Agile Product Owner

Location : Austin TX

Rate : $45 / hr on W2

Type : Contract - Onsite

Must : 8+ Years

Key Responsibilities

  • Analyze policies, procedures, and business processes to determine their impact on systems and functional areas.
  • Review system, data, and project deliverables-including requirements, design documents, test plans, and risk assessments-to ensure they meet business and technical needs.
  • Work directly with program staff to gather, validate, and document business processes and requirements.
  • Serve as a liaison between state staff and vendors to translate operational requirements into technical specifications.
  • Act as the Product Owner for an Agile team, supporting sprint planning, backlog refinement, and implementation activities.
  • Develop user stories and acceptance criteria according to Agile methodology.
  • Create business user test scenarios and participate in system and user acceptance testing.
  • Develop use cases, test plans, exit criteria, and ensure traceability to documented requirements.
  • Execute formal test cases using testing management tools; track, document, and report testing status.
  • Evaluate test strategies to ensure appropriate coverage and quality.
  • Identify project risks and issues and develop mitigation strategies.
  • Provide regular status reporting to management on progress, risks, issues, and decisions.
  • Document action items, business decisions, and project updates.
  • Conduct meetings and presentations as needed.
  • Manage schedules for assigned deliverables.
  • Perform other duties as assigned related to PEMS projects.

Required Experience :

  • 8 years of experience as a Business Analyst and Agile Product Owner.
  • 8 years of experience utilizing Agile software development methodology.
  • 8 years of experience performing complex business analysis and writing technical documentation.
  • 8 years of experience reporting project status to management, including risks, issues, and key decisions.
  • 8 years of experience identifying project risks and issues and developing and implementing mitigation strategies.
  • 8 years of experience in effective written and oral communication, including documenting requirements, deliverables, test scenarios, and project status.
  • 8 years of experience utilizing business analysis skills to interact with business end users to gather, validate, and document requirements and translate them into technical solutions.
  • 8 years of experience performing review and approval of complex technical user and system requirements written by vendors.
  • 8 years of experience using Microsoft Office products (Teams, Word, Excel, PowerPoint).
  • 8 years of experience coordinating and developing test plans, test strategies, exit criteria, and test scenarios.
  • 8 years of experience executing detailed test cases in a complex software environment.
  • 8 years of experience using testing management software.
  • 8 years of experience using Microsoft Project or similar project management software.
  • 8 years of experience approving and prioritizing user stories based on stakeholder feedback and subject matter expertise.
  • 8 years of experience working with Medicaid systems and processes.
  • 8 years of experience working in claims processing.
