Director For The Utah Office Of Regulatory Relief
The Governor's Office of Economic Opportunity (GOEO) is seeking a Director for the Utah Office of Regulatory Relief. In 2021, Utah was the first state to implement an industry-agnostic sandbox under the Utah Office of Regulatory Relief. The Director of the Utah Office of Regulatory Relief will be responsible for analyzing the risk level to the health, safety, and financial well-being of consumers related to permanently removing or temporarily waiving laws and regulations inhibiting the creation or success of new and existing companies or industries. This high profile position will require excellent collaboration skills and the ability to communicate and work with persons from multiple professions and industries. Additionally, the director will provide recommendations to the governor and the Legislature on modifying state laws and regulations.
Principal Duties
- Provide strategic leadership and oversight for the daily operations and key initiatives of the Office of Regulatory Relief, ensuring alignment with statewide economic goals. As well as evaluating sandbox applications with ramifications.
- Develop and present comprehensive policy recommendationsincluding rigorous analysis and assessment of stakeholder support and oppositionto inform executive decision-making on laws and regulations.
- Forge strong collaborative partnerships with other state agencies to streamline processes, resolve interagency issues, and drive coordinated regulatory reform efforts.
- Directly manage and optimize core office functions by continuously monitoring, evaluating, and improving operations, programs, and processes for maximum quality, effectiveness, and efficiency.
- Proactively identify and anticipate emerging statewide issues or regulatory barriers that pose a potential negative impact to the state's economic stability and growth.
- Lead, mentor, and manage subordinate personnel, encompassing all supervisory functions such as hiring, delegating workload, providing continuous training, conducting performance evaluations, and implementing corrective actions as necessary.
- Represent the office and / or chair regular meetings of key task forces, committees, boards, and commissions, effectively staffing these bodies and driving consensus on critical policy matters.
- Serve as a core resource in supporting the Economic Outreach and Growth team by providing research, analysis, and materials essential for successful business development initiatives and stakeholder engagement.
- Contribute to business development efforts by identifying potential economic growth opportunities, assisting in the preparation of proposals, and compiling data used to attract new investment to the state. Additionally, working with targeted industries on outreach to build awareness of the sandbox.
- Proactively conduct comprehensive analysis of innovative state-level policies and legislation across the country, particularly those impacting economic growth, industry development, and emerging technologies.
- Develop detailed reports and policy briefs that clearly articulate how the state is competitively positioned relative to other states based on current legislative and regulatory environments.
- Monitor and track relevant legislative developments and policy trends to inform leadership on potential impacts and strategic opportunities for the state's economic future.
- Translate complex economic data and policy findings into clear, actionable recommendations for internal teams and external partners.
Ideal Candidate
