About the Agency : The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members : seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.

Summary :

The Data Governance Manager will lead and manage statewide education data governance activities including but not limited to policy development and implementation, data sharing agreements, data quality and protection standards, compliance, and training. The Data Governance Manager will have responsibility for improving the quality and availability of education data as well as the protection of sensitive data and information assets.

This position will provide essential support to the Office of the State Board of Education and its partner agencies and stakeholders, improving the governance, availability, transparency, and use of the education data being collected, processed, stored, and utilized by the Board and its partners.

This position requires residency in Idaho. If relocating to Idaho, the Idaho State Board of Education does not reimburse the cost of relocating. The agency will not sponsor a work visa. Incumbent will work out of the central office in downtown Boise.

Job Responsibilities :

Supports and facilitates a statewide education data governance program aligning appropriate stakeholders with proper tiers of governance.

Defines and maintains roles and responsibilities related to data governance to ensure clear accountability for stewardship and use of the state's K-20 education data.

Facilitates development and maintenance of enterprise-wide data catalogs, including authoritative system and data owners.

Develops, oversees, and maintains an enterprise-wide education data governance strategic plan and program framework that includes an implementation roadmap with a focus on interoperability, data quality, data privacy / protection, appropriate use, data classification, availability, and transparency through modifications to enterprise behavior policies and standards, principles, governance metrics, processes, related tools, and data architecture.

Administers the education data governance program and facilitates the work of the various stakeholders and governance bodies including the Data Management Council.

Develops, recommends, and documents updated policies and procedures.

Facilitates the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise including for all education agencies under the Board.

Supports data sharing relationships for all education agencies and partners through the design, negotiation, and inventory of appropriate data sharing agreements in collaboration with appropriate stakeholders.

Monitors data governance efforts by defining indicators of performance and quality metrics and ensuring compliance with data related policies, standards, roles and responsibilities, and adoption requirements.

Serves as a point of escalation for questions related to data governance, data quality, and data protection issues.

Provides various reports on data governance efforts including performance, compliance, sharing, and usage.

Leads collaborative effort to protect education data in accordance with various federal and state requirements.

Provides training to staff regarding protection of data and compliance with federal and state requirements, including model policies.

Serves as a subject matter expert providing support to project management and business / functional areas to ensure that data-related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning.

Minimum Qualifications :

  • Considerable knowledge in data governance related activities to include data management and governance best practice. This is typically gained by a bachelor’s degree or equivalent and 3 years of experience or 5 years of relevant experience

Experience :

Interpreting and applying laws, regulations, policies and procedures related to data management

Communicating complex concepts clearly and effectively, both in writing and verbally, to diverse audiences including stakeholders, leadership, and technical teams

Planning and organizing resources to meet program / project goals

Using independent judgment to make high-level decisions without established guidelines and procedures

Researching and identifying issues for complex issues in areas such as data quality, data privacy and protection

Facilitating meetings

Developing and monitoring contracts

Developing and presenting training to groups with varying levels of knowledge

Preferred Qualifications :

Master’s degree preferred

Experience managing multiple large-scale technology data projects while ensuring that goals, expectations, and priorities are met.

Experience collaborating with multiple stakeholders to lead change or improvements in technology.

Extensive knowledge of existing education programs, laws, regulations, policies and procedures including but not limited to FERPA, COPPA, PPRA, and I.C. 33-133.

Experience providing training to State Education Agency (SEA) and Local Education Agency (LEA) staff regarding protection of education data and compliance with federal and state requirements including model policies for school districts and public charter schools.

Experience in data collection and reporting systems.

Demonstrated proficiency with Microsoft Excel, project management tools, SSRS, Power BI, or other visualization / reporting tools.

Physical Demands :

Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time.

Approximately 10% of time is spent standing, walking, bending, and kneeling.

Occasional lifting may be required, frequently less than 5 lb, but may be up to 20 lb.

This position typically does not travel but may occasionally be requested to do so.

Special Notification : This position is exempt from the rules of classified service under the provisions of Section 67-5303, Idaho Code. This position is educational professional exempt from overtime. The successful applicant will be required to pass a background check.

Benefits :

Per current policy, this position earns 7.4 hours of vacation leave every two weeks (about 4.8 vacation weeks per year), 3.7 hours of sick leave per pay period, eleven paid holidays, FICA and Medicare contributions, FMLA, and workers’ compensation insurance. Additionally, employees may elect to participate in other employer supported benefits including medical insurance, dental insurance, life insurance, FSA plan, 401(k) plan, 457 plan, and IDeal plan. This position is eligible for reduced tuition and fees at institutions under State Board of Education governance. The State of Idaho offers a robust total compensation package, including medical, vision, and dental insurance; retirement benefits; paid sick, vacation, and parental leave; and 11 paid holidays per year. Additionally, Office of the State Board of Education employees receive tuition reduction benefits under the State Board of Education.

The State Board of Education has selectedFidelity () as theOptional Retirement Plan (ORP)vendor available to Office of the State Board of Education non-classified staff. This is a mandatory retirement program for benefited and non-classified staff who do not have previous credited service with PERSI. The Idaho ORP is a defined contribution plan where both the employer and employee make contributions to the individual employee's account. Employees are immediately vested when enrolled in the ORP.The ORP plan document () is administered by the Idaho State Board of Education.
