DISTINGUISHING CHARACTERISTICS
The Housing Management Analyst is responsible for designing, implementing, and managing housing programs and projects that directly expand access to housing in Mono County. This position is focused on execution and delivering results through hands‑on program management, funding administration, and support project delivery. Coordination and collaboration across departments – county priority. Whole county approach to community housing.

ESSENTIAL DUTIES AND RESPONISBILITIES

Major Areas of Responsibility
- Design, implement, and administer housing programs such as down payment assistance, deed restriction purchases, rent subsidies, and rehabilitation programs.
- Ensure new and existing programs are in compliance with state (HCD), federal (HUD / CDBG), and local regulations.
- Manage income-qualifying processes and maintain accurate program records. Process income qualification applications.
- Secure, administer, and report on grants and funding streams (CDBG, HOME, state housing funds, etc.).
- Identify and leverage new funding opportunities.
- Monitor budgets, contracts, and compliance tied to housing funds.
- Collaborate with County staff and consultants on due diligence, entitlement, and feasibility analysis for County housing projects (e.g., Lee Vining community center parcel, new construction sites).
- Act as a liaison between a property management company and the County to oversee property and asset management, including existing County-supported housing like Bridgeport Apartments.
- Act as a point of contact with state / federal agencies, local jurisdictions, and nonprofits.
- Build relationships with members of the public, developers, property managers, lenders, and housing providers in order to meet County housing priorities.
- Coordinate closely with internal County departments on housing-related initiatives.
- Prepare reports, program guidelines, and Board of Supervisors updates.
- Ensure compliance with all housing program rules, policies, and monitoring requirements.
- Track performance metrics and outcomes for County housing initiatives.
Projects & Deliverables
Launch and manage a middle-income down payment assistance program.Administer deed restriction purchase / resale programs.Collaborate with County staff and consultants to complete due diligence and project management for the Lee Vining Community Center parcel development and other County housing sites.Establish and maintain a property management relationship with a property management company to oversee property management contracts for County-owned or supported rental housing.What Success Looks Like

Knowledge of :
Strong knowledge of housing finance, CDBG / HCD / HUD regulations, and income qualification standards.Experience managing housing programs, projects, or grants.Contract management, compliance reporting, and budgeting skills.Property management or asset oversight experience is a plus.Ability to :

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be :
Possession of a bachelor’s degree from an accredited college or university with major coursework in real estate development, public administration, urban planning, economics, business, construction management, or a related field;Five (5) years of combined experience administering affordable housing programs; working with residential lending and financial services as an escrow officer, loan officer or real estate agent and / or the public or non‑profit sector in a related position; developing housing projects or managing construction projects; working in or for a California planning agency; experience in affordable housing underwriting and lending; or, broad and extensive professional government experience in one or more areas complimentary of the County’s housing objectives.A Master's degree in Public Administration, Business Administration, Urban Planning, Real Estate Development, or a related field is preferred, and may be used to substitute for one (1) year work experience.SPECIAL REQUIREMENTS
Possession of a valid driver's license.
