- Role Summary
The SUE Professional Engineer (P.E.) is responsible for technical oversight, quality assurance, and regulatory compliance of all Subsurface Utility Engineering (SUE) deliverables prepared in accordance with ASCE 38 standards within the State of Colorado. This position serves as the engineer of record, maintaining responsible charge over all SUE investigations, data interpretation, and plan preparation performed by technical staff under their direction and authority.
The SUE Professional Engineer ensures that all work performed under their authority meets or exceeds applicable standards—including CDOT SUE Standard Specifications and the City and County of Denver Standard SUE Scope Requirements. This includes exercising engineering judgment on quality level designations (A–D), approving or modifying QL recommendations, and coordinating with engineering teams and utility owners to resolve conflicts. Although field and drafting activities are completed by technicians and project staff, all deliverables are prepared under the authority of this role.
- Key Responsibilities
- Ensure all SUE investigations conform to ASCE 38 and Colorado licensure standards for work under responsible charge.
- Supervise and approve data interpretation, quality level assignments, and plan presentation.
- Review and sign / seal final SUE plan sets and utility base models (CADD and PDF).
- Conduct detailed QA / QC reviews of designating and locating data to verify accuracy, completeness, and clarity.
- Coordinate conflict analysis and documentation of resolutions using a Utility Conflict Matrix in collaboration with design teams and utility owners.
- Approve methods and results of utility designating, test hole data, and mapping integration.
- Direct the use of approved software tools : AutoCAD Civil 3D (required), Bentley OpenRoads Designer (preferred), Bluebeam (required), Microsoft Excel and Word (required).
- Provide ongoing technical mentorship to CAD Technicians and EITs regarding utility systems, QA / QC processes, and drafting standards.
- Maintain organized records of reviews, signatures, utility conflict matrices, and project correspondence per company policy and state requirements.
- Communicate effectively with all project stakeholders, including internal teams, design consultants, and utility owners, ensuring clarity and accountability in project coordination.
- Qualifications
- Colorado Professional Engineer (P.E.) license in good standing required.
- Minimum of 5 years of engineering experience as a licensed Professional Engineer, including at least 1 year of Subsurface Utility Engineering (SUE) experience.
- Strong knowledge of ASCE 38-22 and related SUE practice standards.
- Proficiency in AutoCAD Civil 3D, Bluebeam, and Microsoft Office Suite (Excel and Word); familiarity with Bentley OpenRoads Designer preferred.
- Expertise in utility data interpretation, plan production, and conflict resolution coordination.
- In-depth understanding of CDOT SUE and CCD SUE standards.
- Strong organizational and communication skills with attention to detail and regulatory compliance.
