Procurement Program Manager

Minimum Qualifications :
- Seven years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
- Six years of full-time work experience in any field plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
- A bachelors degree plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
- An advanced degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
Experience substitution details :
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.Job Duties
As a Procurement Program Manager in the Purchasing Division, you will :
Lead the agencys purchasing operations serving as the main procurement expert and managing all purchases, bids (ITBs), and proposals (RFPs).Develop and update purchasing policies to ensure fair, efficient, and compliant procurement practices.Work closely with agency leaders to set goals, plan purchasing strategies, and support the agencys mission.Oversee the full procurement process from start to finish from planning and solicitation through contract award and evaluation.Negotiate and manage contracts, resolve issues, and provide guidance on state procurement laws and regulations.Ensure quality and value by verifying that products and services meet required specifications and performance standards.Manage the procurement budget and collaborate with fiscal staff to track spending and make sound financial decisions.Stay current on laws and best practices to recommend improvements and keep agency staff informed on procurement requirements.Position-specific details :
