Description :

A Budget Analyst in NIH’s Office of Budget acts as a strategic financial advisor—blending quantitative data analysis, federal policy expertise, stakeholder communication, and systems design—to support NIH’s mission in managing and justifying its multi-billion-dollar appropriations.

Primary Responsibilities

  • Support all phases of the NIH budget cycle — formulation, presentation, execution, modeling, and evaluation — both NIH-wide and within individual Institutes and Centers (ICs).
  • Develop budget policies, guidelines, and annual budget preparation instructions for NIH components.
  • Interpret and implement HHS and OMB financial policies, serving as NIH’s point of contact.
  • Coordinate budget data collection from ICs and consolidate narrative, numeric, and graphical information into materials for Congressional, HHS, and OMB review.
  • Prepare budget briefings and exhibits for internal senior leadership.
  • Oversee budget execution : monitor obligations, expenditures, intramural and extramural funding, inter / intra-agency agreements, and ensure legal compliance.
  • Analyze budget trends using historical data, compile justifications, and recommend policy / process improvements.

Key Skills & Competencies

  • Data Analysis : Gather, validate, and analyze complex financial information; interpret trends and reconcile data discrepancies.
  • Technical Proficiency : Advanced skills in Excel (pivot tables, macros), PowerPoint, data query tools, and enterprise financial systems.
  • Communication & Collaboration : Draft clear narrative justifications and briefs for senior audiences; coordinate with NIH ICs, HHS, OMB, Congress, and other stakeholders.
  • Process Improvement : Design and refine budget-monitoring systems and standard operating procedures.
  • Requirements :

    Typical Qualifications

  • B.S. in a related field (e.g., accounting, finance, economics, statistics, data science)
  • Three years of experience with :
  • o Assisting in the formulation, presentation, or execution of budgets.

    o Gathering and analyzing budgetary data for reports.

    o Interpreting financial policies and guidelines.

    o Monitoring expenditures and reconciling financial discrepancies.

  • Knowledge and understanding of the Federal budget process, appropriations law, financial management principles, and trending and forecasting.
  • Understanding of the concepts, principles, practices, and regulations of budgetary accounting to :
  • analyze exceptionally large and complex programs (grants and contracts)

  • develop, recommend, and implement budgetary guidance
  • interpret and assess the impact of new and revised congressional legislation on the formulation and execution of budgets
  • Ability to interpret budget directives and guidance and to analyze budget execution patterns to ensure funds are obligated and allocated in a timely manner and consistent with the law.
