Qualifications

Education and Experience : Bachelor's degree in a scientific or quantitative discipline (e.g., computer science, statistics, engineering, etc.) and 3 years of experience performing professional data management or data analytics work.

Substitution of Education for Experience : Additional graduate course work in a quantitative discipline may be substituted for the required experience on a year-for-year basis up to two years.

OR

5 years of experience as a data professional including financial, scientific, environmental, or other business-related areas.

OR

3 years of increasingly responsible professional data management and data analytics experience with the State of Tennessee and demonstration of the skills required to excel in this role.

Overview

Under general supervision, this classification identifies an agency's needs in terms of data storage, querying, analysis, and presentation, then apply departmental or agency data quality requirements (storage locations, metadata, software compatibility, etc.) to ensure the needs of the customer are met in accordance with appropriate policies and regulations. A data steward tracks the movement and storage of data inside an organization and ensures data quality assurance. The Data Steward acts as a subject matter expert for the data needs of a division and acts as a liaison or project manager during projects and interactions between various internal and external stakeholders. Staff in this role also may provide consultation, mentoring, and training opportunities to staff across the division.

Responsibilities

  • Recognize and manage data as a strategic and valuable enterprise asset by assisting in their Agency's data management and cataloging efforts. Define, monitor, and manage data quality within the assigned program area or domain through use of Agency supported data cataloging programs (Alation) or other software.
  • Actively participate in enterprise data management efforts or assist in the efforts of any agency specific Data Management projects by acting as a divisional or programmatic data subject matter expert.
  • Assist in developing and maintaining data policies, standards, and controls which support the division. Understanding, documenting, and enforcing the agency's rules for data collection, storage, analysis, security, and disposal. Ensure adoption of and compliance with established data standards.
  • Manage user access rights to ensure the correct data access is provided to the appropriate users. Support an agency's data management efforts by encouraging a data culture and actively supporting staff by providing training and consultation to agency staff on usage of systems and tools used to manage data.
  • Interact with program and divisional owners to identify and understand overlap and common integration points between business units.
  • Act as liaison or subject matter expert in technology and data related projects. Work with leadership to determine and address current and future technology and data related needs.
  • Identify ways to utilize business data to drive enterprise objectives and improve internal processes. Provide consultation to division technical and administrative staff on data related projects.
  • May participate in the creation and upgrading of systems databases by working with internal and external Information Technology partners.
