Title : Power Platform Development Lead / Architect (5+ years)

Location : Henrico, VA (Onsite)

Duration : 3 months Contract with possibility to extension

Scope : Client is seeking a supplier to design, develop, and implement a Licensing Application and Payment Portal for the Real Estate Appraiser Board. The solution will enable online submission, review, and approval of appraiser license applications and fee payments.

Background : The initiative aims to modernize Client's licensing process through a secure, web-based portal built on the Microsoft Power Platform (Low-Code Application Platform) within the Commonwealth of Virginia's VITA environment. The project will include system integration with Client's existing EAGLES (licensing) and IRIS (document imaging) systems, while ensuring Section 508 and WCAG 2.1 accessibility compliance, HIPAA / security controls, and end-to-end workflow automation.

Project Overview : The selected candidate will deliver :

• A pilot implementation of the Appraiser Licensing Application Portal using Power Apps and Power Automate.
• Integration with Client's systems (EAGLES and IRIS).
• User training, documentation, and post-production support.
• Full compliance with Commonwealth security, accessibility, and development standards.

Role summary :

Provide architectural direction and lead the technical implementation of the Client's Licensing Application Portal within the Commonwealth's Power Platform environment. Ensure solution scalability, security, and maintainability through best-practice architecture and development patterns.

Key responsibilities :

Design overall solution architecture leveraging Power Apps, Power Automate, Dataverse, and integration connectors.

Define data models, relationships, and business logic supporting Client's licensing workflows.

Establish development standards, naming conventions, and CI / CD practices within VITA's environment.

Guide developers on integration with EAGLES (licensing) and IRIS (document imaging) systems.

Oversee environment management, testing strategy, and deployment pipelines.

Conduct code reviews, performance tuning, and quality assurance validations.

Develop technical design documentation and configuration specifications.

Support Client during UAT, go-live, and post-production hypercare.

Required qualifications :

5+ years implementing solutions using Microsoft Power Platform (Power Apps, Power Automate, Dataverse).

Strong background in system integration, API design, and data modeling.

Proven experience as a solution or technical architect for state or enterprise clients.

Knowledge of Azure Active Directory, governance, and security controls.

Excellent problem-solving and communication skills.

Nice to have :

Microsoft Certified : Power Platform Solution Architect Expert or equivalent certification .

Experience implementing low-code portals for licensing or regulatory agencies.
