Job Title : Proposal Manager

By Light is hiring a Proposal Manager to join our team in Hanover, MD / McLean VA. This role will be fully engaged in capture and proposal development efforts for large, multi-volume IDIQs and Task Order bids. This involves creating artifacts, content planning, and proposal goal setting. The Proposal Manager will have demonstrated experience planning, coordinating, managing, and developing winning proposals in response to government solicitations.

Responsibilities

• Leads the development of proposal responses to government Requests for Proposals (RFPs), Requests for Quotes (RFQs), Task Order Proposals, and Requests for Information (RFIs) as directed.
• Analyze customer solicitations and develop internal response plans for meeting customer proposal / quotation requirements and validates compliance with RFP instructions.
• Coordinates individual RFP / RFQ proposal efforts and rewrites sections as required.
• Responds to evaluation notices (EN), clarification requests, and requests for final proposal revisions (FPRs).
• Provides editing and compliance review support for RFP / RFQ / RFI
• Serves as the primary point of contact (POC) for assigned proposal efforts including, but not limited to :
• Prepare kickoff packages
• Coordinate on-site and virtual meetings
• Develop and create compliance and response outlines and proposal schedules
• Leads proposal production
• Coordinates resources as appropriate to develop compelling responses
• Maintains the Proposal Operations SharePoint Business Development Knowledge Management Library including but not limited to :
• Establish new sites and subpages
• Update files and database(s) with submission evidence and all proposal response material
• Plan, coordinate, and prepare corporate proposals for major or multiple business opportunities in response to customer solicitations, according to Lohfeld best practices, Shipley Processes, established deadlines, guidelines, standards, and client policies.
• Research, write, and edit technical / business / pricing responses.
• Work with Business Development team to identify proposal resource requirements.
• Coordinate the activities of internal and team member personnel to drive technical solution calls and develop our proposal response.
• Provide significant input into and coordinate the updating and management of supporting files such as content articles, technical approaches, customer understanding, and standard text.
• Support SharePoint knowledge management and content as well as proposal AI tool to ensure technical content remains current, is updated regularly, and easily accessed for tailoring.
• Provide post-submission leadership for oral presentations, Best and Final Offers, agency clarification requests, and Lessons Learned.
• Responsible for driving Proposal Solutions.
• Experience in developing strengths based proposals is preferred.
• Leading the team to drive content.
• Write Management Plans, Past Performance or Executive Summaries when required.
