Specialist, Procurement
L3Harris Technologies is currently seeking a Specialist, Procurement to contribute to the success and growth of our Aeromet division located in Tulsa, OK. The Specialist, Procurement determines approaches to objectives, demonstrating a deep understanding and application of procurement principles, concepts, and practices in a DoD environment. This position requires a minimum of 4 years' experience in defense procurement and manufacturing.
Essential Functions :
- Procure components and subassemblies to support various programs, including commodities such as electronic, mechanical, optical components or assemblies, capital equipment, and electronic / optical systems.
- Manage Purchase Orders (POs) and other agreements for direct and indirect procurements; Includes preparation of Requests for Quotes (RFQs) and Requests for Proposals (RFPs), proposal evaluation and analysis, and issuance and maintenance of POs.
- Select and recommend suppliers, negotiate pricing, delivery, quality, terms and conditions, and execute non-disclosure agreements and service agreements.
- Contribute to material cost reduction strategy. Create and issue various types of POs, including Firm-Fixed Price and Time & Material.
- Lead source selection teams; conduct formal cost / price analysis to determine price fair and reasonableness. Negotiate the lowest possible total cost for the product (balance price with optimum quality and schedule needs).
- Identify opportunities to mitigate supply chain risk.
- Administer post-award of issued POs
- Create purchase orders files in compliance with all command media and necessary process disciplines for audits
- Support Integrated Product Teams (IPT) through supply chain representative or as an active team member
- Monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules; Inter and Intra departmental coordination is essential
- Active participation in company and department initiatives such as strategic sourcing and various L3Harris improvement efforts
Qualifications :
Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.Must be a US personPreferred Additional Skills :
Experience using advanced Excel skills including use of pivot tables, lookup tables, etc.Experience with SAPKnowledge in the procurement processes of military grade productsDemonstrated experience working within proposal teams, generating material estimates for bids and proposals, and providing substantiating evidence as needed is a plusWillingness to learn DoD 5000.02 framework and Earned Value Management principlesProven ability to direct and manage multiple projects with effective prioritization and resource allocationStrong team player with excellent collaboration and interpersonal skillsSuperior verbal and written communication abilities, along with strong organizational, negotiation, and management skillsAdvanced computer skills, including proficiency to quickly learn ERP systems and MS Office applications, particularly ExcelCapability in reading and interpreting specifications, statements of work, and technical drawingsDetailed knowledge of FARS, DFARS, and ITAR regulations as they pertain to purchasing requirementsDetailed understanding of company policies and processesDetailed understanding of small business government requirementsA strong commitment to learn continuous improvement methodologies, including Lean Six Sigma tools
