Contracting Specialist
Responsible for planning, directing, and coordinating contracting activities and operations required to support the most complex and highest dollar value missions for the District, and providing guidance to Project Delivery Teams (PDTs) involved in major acquisitions of services. Responsibilities include serving as Contracting Specialist implementing acquisition strategy within established milestones from planning through pre-award and award activities to contract administration and close-out. Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited. Prepare the solicitation and obtain review by Office of Counsel prior to issuance; post public notices and solicitations; conduct pre-proposal conferences, and process protests. Conduct negotiations, prepare negotiation and award documents, and presents findings to the Source Selection Advisory Committee. Monitor contractor performance in relation to the schedule required by the contract, insuring timely submission of technical progress reports. Work with junior contract specialist in a mentor capacity, providing on the job training and assistance.
Qualification Requirements

Basic Requirement for Contract Specialist : Degree : Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption : You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below : GS-13 : Specialized Experience : One year of specialized experience which includes : Performing pre-award, post-award, contract price / cost analysis and negotiations for Construction, Architect-Engineer and Environmental Services as well as general supplies and services, including Commercial and Simplified Acquisition. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-12). GS-12 : Specialized Experience : One year of specialized experience which includes : Assisting with pre-award, post-award, contract price / cost analysis and negotiations for Construction, Architect-Engineer and Environmental Services as well as general supplies and services, including Commercial and Simplified Acquisition. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at GS-12 / 13 grade levels, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
