Position Title : HR Resources & Payroll Administrator

Compensation : $65,000-85,000 DOE
Work Schedul e : Onsite Monday-Friday 8-5pm

Job Description :
This position serves as the initial point of contact for employees and managers for all payroll and human resources matters. This position’s responsibilities include but are not limited to Payroll, Recruitment, Onboarding, Employee Relations, and Benefits.
Responsibilities : Human Resources
- Administer benefits, conduct benefit orientations, and reconcile bills
- Manage and assist Managers through the entire recruitment process, create position descriptions and postings, enter requisitions, post jobs, review resumes / applications, create offer letters, conduct pre-employment screening, conduct new hire orientation
- Handle Onboarding, Off-boarding, VOE, Unemployment claims, Worker’s Comp, claims, FMLA, Background Screening, Drug testing, I-9s, COBRA, Job Descriptions, Engagement, and all other HR functions
- Create and maintain various spreadsheets and reports
- Respond to employee questions regarding benefits, payroll, policies, and other HR related inquiries in a timely matter
- Assist Managers with disciplinary actions, performance management, and other HR functions
- Maintain compliance with all Federal, State, and Local laws and regulations
- Assist Director of People & Culture as needed
- Other duties as assigned by management
Payroll
Process Full-cycle multi-state bi-weekly payroll : Union, Offshore, and Certified PayrollCreate and submit all certified payroll job reports to required entitiesResearch certified payroll documents to ensure prevailing wage rates and benefits are applied appropriatelyEnsure timely and accurate payroll general ledger reporting to meet the requirements of chart of accountsResponsible for documenting, monitoring, and resolving state / local tax noticesResearch and remain current with tax compliance laws and regulations, provide payroll tax changes awareness, and provide recommendations for changesReview and confirm timely accurate tax deposits and filings, Quarterly and Annual reconciliations, and all other tax reporting requirementsManage quarter end and year end reporting and processingMaintain Payroll SOP and ensure payroll processes are up to dateQualifications
Bachelor’s degree in human resources or business is preferredMinimum of 3 years of Payroll experience is requiredMinimum of 2 years of Human Resources experience is requiredCertified Payroll experienceMust have multi-state payroll processing experienceExperience with Union fringe benefitsExperience in the construction industry preferredStrong understanding of human resources, payroll, and tax complianceStrong organizational skills and the ability to work under pressure and meet deadlinesExcellent communication and customer service skillsPossess strong ethical standards regarding the handling of confidential informationProficient reading, writing, grammar, and mathematics skillsComputer proficiency MS Word, Excel, PowerPoint, and OutlookADP WFN experience highly preferred
