Job description

Job Summary :

Under general direction of the Customer Service & Utility Billing Manager and the Finance Director, this position provides overall service to the public both in person and via telephone, answers inquiries, accepts payments and provides routine information concerning City services and operations; and performs other duties as assigned.

Essential Functions :

  • Responsible for opening the front counter, which includes logging on to computers, opening and setting cash drawers, setting up postage meter, checking overnight drop and unlocking front doors.
  • Assist in the preparation of utility billing.
  • Responsible for transferring utility accounts.
  • Process all payments of utility accounts and deposits.
  • Responsible for receiving and distributing mail.
  • Responsible for setting up new accounts for new customers.
  • Generate work orders for all departments.
  • Processes work orders within 24 hours.
  • Handles special requests or complaints from customers.
  • Records cemetery plot information for customers.
  • Reconciles, and balance petty cash, and distributes petty cash for bank deposits.
  • Receives and processes ACH transactions, per advice of transfer letters.
  • Ensures adherence to policies and procedures.
  • Deals with difficult customers and peers in a positive manner.
  • Assists with other Finance-related functions, as needed, such as maintaining departmental records, filing, and retrieving documents, and cross-functional training.

Minimum Qualifications (KSAs) :

  • Knowledge of utility billing.
  • Proficiency with computers, MS Excel, Outlook, and Word.
  • Knowledge of computer and other office equipment to prepare necessary documentation and reports.
  • Ability to establish and maintain effective working relationships with all levels of City management, staff, and the public.
  • Ability to communicate effectively on the telephone, in writing, and in person.
  • Ability to complete work in a timely manner.
  • Ability to maintain records, files, and reports in accordance with established methods and procedures.
  • Ability to read, understand and analyze instruction and data effectively.
  • Ability to carry out duties with minimum supervision.
  • Education, Training and Experience :

  • Graduation from high school or G.E.D. equivalent is required. One year of experience in customer service. An equivalent combination of training and / experience will be considered. May be required to work overtime if needed.
  • Licenses, Certificates, Special Requirements :

  • Valid Florida Driver's License
  • Notary Public preferred within one year of employment.

    Essential Physical Skills :

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

    Mental Demands :

    While performing the duties of this job, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning. Observe and interpret situations; learn and apply new information or new information or new skills; work under deadlines with constant interruptions; interact with City staff and other organizations; and frequently deal with dissatisfied or quarrelsome individuals.
