The Role
As a Reimbursement Analyst, you will represent the State in recovery of unreimbursed costs of incarceration and public assistance relating to settlements in causes of action and decedent estate assets. These positions are responsible for the filing and settlement of claims and liens against lawsuit settlements, claims against insurance companies, decedent estate assets and inheritances or hospital billing. In this position you will be responsible for Medicaid and Medicare billing, remittances, rejections and monthly billing utilizing the Avatar system. You will work closely with the unit's Reimbursement Team Leader and may lead Processing Technicians.

Purpose Of Job Class (Nature Of Work)
In the Department of Administrative Services this class is accountable for independently performing a full range of tasks in obtaining reimbursement to the state from a wide variety of sources.
Examples Of Duties
Performs a variety of tasks for the purpose of obtaining maximum reimbursement; analyzes and interprets federal and state laws and regulations pertaining to reimbursement; prepares legal claims; secures and prepares evidence; examines, audits and analyzes financial and other records of complex financial transactions; asserts state's position at Juvenile, Probate and Small Claims Courts; makes services of process; assists in preparing comprehensive reports for use in administrative hearings and court proceedings; develops financial reports; prepares referrals to Office of the Attorney General; testifies in Superior Court or at administrative hearings; conducts negotiations with attorneys and clients within prescribed limitations; conducts title searches; conducts complex case reviews; performs related duties as required.
Knowledge, Skill And Ability
Knowledge of state and federal laws, statutes and regulations pertaining to reimbursement; court procedures; preparing legal claims; personal financial practices; financial accounting; considerable interpersonal skills; oral and written communication skills; skill in securing and preparing evidence; problem solving skills; considerable ability to research and prepare detailed technical reports; ability to work independently; learn and apply technological tools.
Minimum Qualifications
Six (6) years of experience in one of the following areas : insurance recovery claims, credit or loan recovery or reimbursement claims with a governmental agency.
Minimum Qualifications - Substitutions Allowed
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1 / 2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in a related field may be substituted for one (1) additional year. One (1) year as a Collections Services Investigator may be substituted for the General Experience. Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
Preferred Qualifications
Experience applying laws regulating individual liability for services provided under state and federal public assistance programs for Decedent Estates and Civil Litigation or institutional care recovery process. Experience with public assistance programs. Experience with using State database systems to establish liability. Experience with hospital billing coding, rejections, and admissions. Experience working with judicial stakeholders and constituents related to Decedent estates and Accident Lien. Experience using Avatar, Camris, Connex, My Ability Network, Interchange secure site.
Special Requirements
Incumbents in this class may be required to do field work. Assignments in this class may be rotational. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
