Street Maintenance Supervisor
Assumes primary responsibility for the maintenance and repair of city streets and related infrastructure. Leads and supervises assigned crews in daily construction, maintenance, and repair operations, ensuring safe, efficient, and high-quality service delivery.
Duties And Responsibilities :
1. Schedules, supervises, and actively participates in the work involved in the construction and maintenance of city infrastructure i.e., streets, storm drainage systems and traffic control devices. Develops weekly work plans based on work orders, season, staffing and available equipment. Collaborates with other divisions and departments to coordinate projects.
2. Responsible for adhering to assigned budgets, maintaining an up-to-date knowledge of all purchases, and ensuring expenditures remain within approved limits. Reviews and approves subordinate purchasing card (P-Card) transactions to ensure accuracy and compliance with budgetary guidelines.
3. Recruits, interviews and recommends hiring decisions. Trains employees in both day-to-day work operations as well as in proper equipment operations and safe practices.
4. Operates special automotive equipment, trucks, tractors, snowplows, loaders, heavy dumps, flatbeds, and other related equipment used in street construction and maintenance.
5. Participates in the supervisor on-call rotation to ensure 24-hour coverage for emergency response. Responds to service calls and related issues that may occur after hours, on weekends, or during holidays, and schedules personnel for emergency assignments as needed.
6. Utilizes asset management systems and mobile devices to track work orders, materials, and maintenance activities.
7. Acts as the primary training person for the assigned staff.
8. Responds to citizen complaints, concerns, and general questions by phone, in person or email depending on the needs of the situation.
9. Makes certain that all assigned staff work in a safe manner and have the appropriate PPE. Identifies unsafe conditions and takes corrective action and escalates the issue if necessary.
10. Evaluates, coaches and counsels employees during daily operation, 6 month reviews and annual performance reviews. Provides day-to-day leadership in a Union working environment escalating issues as needed.
11. Recommends solutions to problems as they arise.
12. Contributes to financial planning, procurement, and budgeting processes by researching needs, estimating manpower and material requirements, and providing input as needed.
The above duties and responsibilities include those tasks, physical and mental requirements, visual requirement, unique physical surroundings and mental / cognitive abilities required to perform the essential elements of the position.
General Qualifications :
1. Education and Special License(s) / Certifications - High school diploma or equivalent required. Additional formal training equivalent to two years of college preferred or an Associate's degree in a related course of study preferred. Valid Class A commercial drivers license (CDL) with endorsements, or ability to obtain within 6 months.
2. Experience - Three (3) years of experience in street maintenance, construction, or a related public works field preferred. Equivalent combinations of education, training, and demonstrated ability that provide the required knowledge, skills, and abilities may be considered.
3. Skills - Skill in operating listed tools and equipment. Knowledge of safety procedures associated with equipment operation and general construction and maintenance of city streets. Knowledge of materials and techniques used in street construction and repair. Knowledge of pertinent traffic laws and ordinances. Basic computer skills used for communicating via email, professional communication (written) and spreadsheets for the purpose of compiling and displaying data.
4. Competencies Must possess the ability to assume responsibility, influence and direct the work activities of others. Ability to interface and communicate with the general public. Ability to understand and communicate difficult oral and written instructions. Ability to work under stressful conditions. Demonstrates leadership, accountability, and sound judgment in managing projects, people, and public resources.
5. Physical Requirements - Ability to withstand exposure to adverse weather conditions. Must be able to sit or stand for prolonged periods; must be able to listen to normal conversation; must be able to walk , and use hands and fingers to operate, handle, or feel objects, tools, or controls; must be able to reach with hands and arms; must be able to have vision sufficient to see close up and have the ability to adjust focus; and, must be able to occasionally lift up to 80 pounds and transport it 100 feet.
6. Supervisory Responsibility - Directly supervises assigned staff and oversees all equipment utilized in street maintenance operations.
7. Working Conditions : This position requires frequent outdoor work in all weather conditions, and participation in an on-call rotation for after-hours emergencies such as snow removal and storm response.
