About the division

The Assistant Director for Enterprise Technology Services (ETS) is the Health Care Authority’s (HCA) Chief Information Officer and a member of the agency’s Executive Team. This role is essential to maintaining and evolving the use of technology to address business requirements. The incumbent coordinates and aligns all information technology and system assets, system operations, and systems development and implementations. The position formulates IT policy and standards and applies enterprise architecture principles for priority setting.

This position reports to the Chief of Staff (COS). The COS works across the HCA and with the health care community at local, state and federal levels to develop and manage high quality, evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) & Public and School Employee clients’ ability to access appropriate, quality health care. Leadership within the Office of the Chief of Staff strategically aligns technological and human assets to enhance HCA programs and services using human-centered design to improve health equity and access for Washingtonians.

About the position

The Assistant Director provides executive leadership, direction, and strategic vision for technology and information systems use and operations, data use and statewide health care purchasing strategies. The position oversees state information systems for health care services to more than 2.7 million residents of Washington. This role collaborates with federal partners, tribal governments, state agencies, the health care community, citizens and other stakeholders to develop statewide policies on information system use and direction. It focuses on enterprise architecture and leveraging state investments to meet organizational goals, with active participation at the national level.

This position is eligible for telework but frequently requires on-site presence to meet business needs. The default work location is the State of Washington. This position reports to Olympia, WA. Frequency of on-site work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

What you will do

Provide strategic direction for information systems and technology to achieve the agency’s vision and mission.

Plan, lead, and organize the IT work performed by the agency.

Assure appropriate and optimum use of the agency’s IT resources and enhance staff effectiveness.

Support effective communication throughout the organization.

Maintain the highest standards of personal / professional and ethical conduct and support the state’s goals for a diverse workforce within IT.

Provide advice to the Director, HCA Leadership, State CIO, Governor’s Office, and the legislature on health care information systems and technology.

Act as a steward of public funding to ensure quality services and fiscal program integrity.

Ensure success in achieving Governor policy initiatives for transforming healthcare by incorporating expanded HCA priorities into day-to-day operations, including :

Implement technology in support of Medicaid, SEB, PEB, Behavioral Health requirements, and the statewide Community Information Exchange (CIE) and Electronic Health Record (EHR) solutions.

Provide information system infrastructure to support HCA business requirements.

Work with federal partners to ensure compliance with technology and data infrastructure.

Implement budget management activities to expend IT dollars efficiently.

Administer agency and state EHR and CIE technology infrastructure.

Provide leadership for the statewide Enterprise EHR Program.

Lead the implementation of executive and legislative policies with large-scale implications.

Required qualifications

Five years of senior management experience within IT, including supervision of other managers and operations.

Five years of IT experience with expertise in one or more of the twelve state IT job families (application development, architecture, business analysis, customer support, data management, network and telecommunications, policy and planning, project management, quality assurance, security, systems administration, and vendor management).

Expert knowledge of state and federal IT and HIPAA regulations and other privacy and security rules.

Experience collaborating with federal, local, tribal, and other governmental entities and elected officials.

Experience managing and providing vision for information systems / technology.

Communication skills : excellent verbal and written communication, with emphasis on executive interactions.

Positive influence : ability to manage with influence rather than direct control where appropriate.

Health Care Purchasing : knowledge of issues related to health care purchasing, including Medicaid administration.

Leadership : ability to coach, motivate, and lead staff; change management experience for large-scale change.

Partnerships : ability to build effective working relationships with constituents, staff, communities, providers, labor unions, and other agencies.

Vision : ability to look ahead strategically and envision the organization’s future role.

Accountability : responsive to direction and deadlines.

Values : adherence to high ethical and professional standards.

Willingness to learn and grow; commitment to meeting the needs of others.

Preferred qualifications

Executive experience as a Chief Information Officer within the healthcare industry.

Statewide enterprise architecture experience and leadership.

Experience managing large, complex operating budgets at the state level.

Thorough knowledge of state and federal technology and systems issues.

Strategic leadership and planning experience in a complex, multi-service organization.

Ability to develop strategic plans and set technology direction.

Ability to coach and mentor staff and contribute to a diverse work environment.

Knowledge of data processing methods, software systems, system design and development, business process analysis, and IT infrastructure management.

Experience with budget management from multiple funding sources.

Graduate degree in information systems, computer science, or closely related field.
