Loudoun County Department of Family Services is looking for a talented and energetic leader to become the next Child Protective Services (CPS) Program Manager. This person will join a committed CPS team within a diverse department dedicated to promoting health, safety, and well-being for everyone. Job Summary

As the CPS Program Manager, you will provide vision, leadership, and oversight for the CPS program. This includes guiding staff who receive and validate reports, investigate or evaluate allegations of child abuse or neglect, and deliver in-home services to families at high risk of recurrence within a 24 / 7 response environment. You will play a pivotal role in aligning services with the Department's strategic vision while complying with all federal, state, and local mandates and regulations. Using evidence-based tools, family engagement principles, and trauma-informed practices, you will ensure children are safe, families are supported, and services are delivered effectively and compassionately.

Core Responsibilities

This job involves multiple aspects, requiring both clinical skills and solid administrative leadership.

Main responsibilities include :

  • Providing direct clinical supervision and administrative oversight, mentoring, and coaching to supervisors and staff.
  • Developing and executing strategies for program growth, quality control, and ongoing enhancement.
  • Managing and monitoring the program budget and expenses.
  • Evaluating program outcomes to ensure compliance with federal, state, and local policies.
  • Overseeing contracts, invoicing, service outcomes, incident reporting, and discharge planning.
  • Establishing and communicating performance standards while ensuring accountability.
  • Leading the recruitment, hiring, training, development, and retention of high-performing staff.
  • Providing ongoing and quarterly written performance feedback and conducting annual evaluations.
  • Implementing and assessing child protective services best practices and evidence-based approaches.
  • Collaborating across DFS programs, human services agencies, and community partners to address unmet needs.
  • Responding to inquiries from senior managers, clients, community members, the Board of Supervisors, and other stakeholders.
  • Representing the agency on local, regional, and state committees.
  • Managing, reviewing, and writing grants to support program goals.
  • Serving as the designated leader during countywide mass emergency responses.

Commitment & Availability

Successful candidates must be available to work beyond the standard hours, including nights, weekends, and holidays, as needed. This position is classified as essential personnel and requires reporting to work during countywide emergencies (e.g., weather events, disasters, or other operational needs). Work may also be required at alternative county locations.

What We Are Looking For

We are seeking an individual with :

  • Specialized knowledge and experience in CPS and general knowledge of the human services system.
  • Proven leadership experience in a team setting, with the ability to inspire and mentor staff to achieve excellence.
  • Understanding the philosophy and values of the family services system of care.
  • Understanding of government structures, operations, and regulatory functions.
  • Strong critical thinking and problem-solving skills to handle crises and fix service delivery issues.
  • Ability to build and maintain strong working relationships with diverse groups, including families, colleagues, community agencies, and government officials.
  • Strong organizational and time management skills, capable of handling competing priorities.
  • Exceptional oral and written communication skills, adaptable to different audiences.
  • Compensation & Incentives

    This position qualifies for a $3,000 hiring bonus under the County's Hiring and Retention Bonus Program.

    HIring salary will be commensurate with experience

    Minimum Qualifications

    Bachelor's degree in a field related to the assigned program or department; five (5) years related work experience or equivalent combination of education and experience; one (1) year of supervisory or team lead experience. D epending on specifically assigned department / program, a m aster's degree in a related field may be required.

    Preferred Qualifications :

  • Master of Social Work (MSW) or Sociology degree.
  • Three (3) or more years of CPS supervisory experience in local government.
  • Licensed or license-eligible LCSW or LPC (transferable) to Virginia.
  • Job Contingencies and Special Requirements

    A Criminal background check, DMV, and credit check required. A valid driver's license and a clean driving record are essential (driving records may be reviewed annually).

    Pass Child Protective Services (CPS) check

    Hold or obtain First Aid / CPR certifications at hire or within four (4) months.
