Job description

Director Of Program Operations

The Director of Program Operations will serve on the bureau-level leadership team, responsible for the strategic direction, programmatic oversight, and operational management of a complex portfolio of public health programs focused on child health and chronic disease prevention. This role manages a team of program leads to ensure effective delivery of services, sustainable growth, and measurable community health impact.

Essential Duties

Manages a team of 6-7 program leads in the planning, development, implementation, and evaluation of evidence-based services and programs that promote child health and chronic disease prevention. Oversees the design of program goals, strategies, and performance measures in alignment with evidence-based practices and available resources. Oversees the implementation of program strategies, including mobilizing community partnerships and managing communications. Ensures consistent program quality by establishing performance measures and quality standards and working with program leads to monitor productivity and adhere to established standards. Directs the ongoing monitoring and evaluation of program activities and outcomes, ensuring accountability to funders, stakeholders, and the community. Guides program leads in conducting community health needs assessments to identify and prioritize local health issues using data and stakeholder input. Identifies and researches operational inefficiencies or opportunities for improvement, making recommendations to enhance program effectiveness. Manages and directs special projects and initiatives to advance departmental goals and address emerging public health challenges. Provides supervision, coaching, and performance management to a team of direct reports, cultivating subject matter expertise, fostering professional growth, and ensuring staff effectiveness. Monitors the performance and ongoing development and training of program staff. Conducts performance evaluations of program staff, including supervisors. Collaborates with bureau leadership on the development and management of program contracts, budgets, grants, and administrative functions in collaboration with Bureau and other departmental administrative and finance staff. Collaborates with bureau leadership to ensure compliance with financial and programmatic reporting requirements. Oversees the development and dissemination of promotional and educational materials to raise awareness of programs. Acts as a liaison with various local, governmental, and community-based coalitions and agencies in an effort to enhance and promote departmental services and programs. Represents the department in meetings and special task force initiatives to address various community and public service issues. Serves as a key point of contact for inquiries and complaints regarding program concerns, ensuring effective and transparent resolution.

Monday - Friday 8 : 30AM 4 : 30PM Some additional hours may be required in case of a public health emergency

Qualifications

Minimum Qualifications : Graduation from an accredited college or university with a Bachelor's degree in the Social Sciences, Business or Public Administration, Public Health or a directly related field, PLUS seven (7) years of experience in the planning, implementation or administration of social service, public health or public service programs, of which five (5) years is in a management / supervisory role related to the responsibilities of the position, OR Graduation from an accredited college or university with a Master's degree or higher in the Social Sciences, Business or Public Administration, Public Health or a directly related field, PLUS six (6) years of experience in the planning, implementation or administration of social service, public health or public service programs, of which five (5) years is in a management / supervisory role related to the responsibilities of the position.

Selection Requirements

This position requires applicants to complete an interview which will include assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
