Infrastructure Advisor  Location :

• Launched in March 2025, we are a fast-growing nonprofit dedicated to helping state and local governments harness core operational functions – procurement, staffing, digital infrastructure, and budgeting – to drive public impact.   Our journey began in 2011 at the Harvard Kennedy School’s Government Performance Lab, where we set out to transform public procurement.
• Since then, we’ve worked with hundreds of governments across the country to make their procurement systems more efficient, fair, results-driven, and strategic.
• In 2022, we launched the Procurement Excellence Network, putting our tools and strategies in the hands of over two thousand public servants.  Today, our team of doers, coaches, and advisors partners with governments to create lasting, impactful change.

Our vision is simple :

You will report to PPG’s Assistant Director and work alongside Project Leaders and Associates to shape how governments nationwide plan, procure, and manage capital projects.   Key Responsibilities  Project Implementation  Advise local government partners on strategic decisions like project delivery methods (e.g., design-bid-build, design-build, CMAR, progressive design-build) and procurement method selection.  Provide hands-on guidance through every project phase from design to close-out, helping partners manage change orders, schedule delays, and claims.  Partner with local teams to improve timelines, control costs, and enhance transparency across projects.   Lead or support multiple PPG engagements simultaneously, prioritizing technical rigor and actionable results.  Capacity Building   Coach and mentor government staff on procurement, contract administration, design and construction oversight, documentation, and close-out processes.  Develop model tools and templates (e.g., RFQs / RFPs for construction, contract checklists, risk registers, claim trackers) to spread effective practices.  Lead internal and external training sessions on public infrastructure project delivery best practices.    Stakeholder & Government Interface  Serve as a trusted advisor to senior leadership of partner governments and technical assistance organizations; advise their leadership on complex institutional, regulatory, and political dynamics.  Prepare briefs, whitepapers, and presentations translating technical issues into actionable recommendations for non-technical decision-makers.  Thought Leadership & Strategy  Contribute to PPG’s infrastructure practice by authoring articles, case studies, and webinars on construction delivery innovations, procurement reform, and emerging infrastructure trends.  Advise on opportunities to expand PPG’s impact and support proposal development.   Represent PPG in industry forums.    Stay apprised of new developments and industry trends and integrate new content and approaches into PPG work.    People & Collaboration  Serve as an internal resource for PPG staff, advising on technical aspects of infrastructure project delivery.  Serve as a bridge between technical experts and local / state government decision-makers.  Who You Are  We’re looking for candidates who are :

This may include direct experience with public sector procurement, public works or infrastructure, government finance and operations, or consulting.   Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and comfort with other industry standard project management tools.  Excellent writing and editing skills, including the ability to produce compelling, well-written, and error-free work products.   Willingness to travel as needed, likely at least nine (9) times per year.  Additional Information  Deadline to Apply :
