Job Summary
Kindness General Contractors LLC is looking for a Certified Payroll & Compliance Coordinator to ensure compliance and accurate processing, recording, and reporting of Certified Payroll Records (CPR) in compliance with California Prevailing Wage Law, Federal Davis-Bacon, Inflation Reduction Act obligations, Union Labor Agreements and client-specific payroll requirements. This role manages certified payroll reporting, DAS form submittals, maintains wage determinations, compliance audits, and recordkeeping for public works and union projects. The coordinator partners with HR, payroll, and project managers to ensure labor compliance, accuracy, and timely reporting.
Responsibilities
- Review and submittal of certified payroll records, fringe benefit statements, training contributions, and apprenticeship documents to determine compliance with applicable rules and regulations.
- Track changes and updates to state and federal labor compliance and prevailing wage regulations and standards; apply changes / updates to our accounting software along with labor compliance procedures and practices.
- Track subcontractor compliance, ensuring proper submission of certified payrolls and required documentation.
- Audit certified payroll for construction projects (including subcontractors) to verify compliance with prevailing wage and fringe benefit requirements, following Department of Industrial Relations (DIR) guidelines.
- Respond to government agency and client audits, investigations, and labor compliance inquiries.
- Provide training and guidance to project managers, HR, and payroll staff on compliance requirements.
- Collaborate with HR on onboarding prevailing wage projects and ensuring employee classifications are accurate.
- Stay updated on changes in labor compliance laws, regulations, and prevailing wage determinations.
- Input payroll data into LCPtracker and upload it to the CA DIR website.
- Maintain detailed job logs using Excel spreadsheets to track compliance and project progress.
- Manage labor compliance for 50-70 projects weekly, ensuring all projects are compliant with applicable regulations.

3+ years of related experience in construction or public works projects.Strong knowledge of California DIR requirements and Davis-Bacon Act.A minimum of 2-3 years' experience as a certified payroll specialist, construction administration labor compliance, or in a similar role.Understanding of Labor Compliance policies, procedures, and practices.Understanding of the California Labor Code pertaining to Public Works ProjectsExperience in performing audits on certified payroll documentsExperience in working with LCPtracker is preferred, but training may be providedAbility to effectively work with various government agencies and union organizationsExperience in ProContractor is a plusSeniority level
