Human Resources Specialist (Labor Rel / Empl Rel)

Summary This is a National Guard Title 5 Excepted Service Position. This National Guard position is for a HR SPEC (LABOR REL / EMPL REL) (TITLE 5), Position Description Number T5021P01 and is part of the FL HRO, National Guard.

Responsibilities As a HUMAN RESOURCES SPECIALIST (LABOR REL / EMPL REL), GS-0201-12, you will provides program management and guidance for the Performance Management Program. Provides advice and assistance to supervisors and managers on preparation of performance standards and appraisals. Reviews performance standards and appraisals for regulatory compliance. Monitors the timely submission of performance standards and appraisals and provides reports. Coordinates between management, and HR Development Specialist in the development of performance improvement plans. Manages the use of the performance management program, Defense Performance Appraisal Program (DPMAP). Troubleshoots and coordinates with the Human Resources Specialist (Information Systems) to submit DPMAP help desk tickets to remove or modify Performance Standards or Appraisals that are no longer valid. Serves as subject matter expert for the employee recognition awards program. Develops and provides managers and supervisors with guidance on recognition awards program procedures. Publishes and updates the incentive awards program. Reviews award nominations requests to assure ratings and justification meet the regulatory requirements. Prepares correspondence relating to the awards program. Publicizes the Suggestion Program and coordinates management of the program with NGB. Analyzes, interprets, and clarifies policies, directives, and other issuance by OPM, DCPAS, NGB, and DoD for statewide application. Develops instructions pertaining to National Guard employee personnel administration matters and makes recommendations to the HRO and all levels of command.

Conditions of Employment Qualifications AREA OF CONSIDERATION : This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Human Resources Specialist (Labor Rel / Empl Rel). PCS : Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation : Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888 : This position is "excluded" and ineligible for labor organization representation. SPECIALIZED EXPERIENCE : GS-12. Must have at least one year of specialized experience at the GS-11 level or the equivalent which provides knowledge and / or experience in personnel and manpower core competencies, Organization Structure, Requirement Determination, Program Allocation and Control, and / or Performance Improvement. Experience with labor-employee relation principles, concepts, practices, laws, and regulations on all topic areas to provide authoritative interpretation and guidance in a state national guard. Experience in consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations. Experience in applying performance management, performance appraisal, and awards program principles, practices, and techniques. Experience with communication techniques sufficient to develop and deliver briefings, prepare correspondence, foster understanding and acceptance of findings, present arguments and advisory opinions, and coordinate activities among diverse individuals and institutions. Experience in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience in applying program policies, directives, publications, and training manuals. Experience in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. Experience assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experience conducting performance management and productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance.
