Director Of Ems

Director of EMS is directly responsible for the overall clinical and operational performance of UMC EMS. Ensures continued readiness and compliance of UMC EMS with CMS CoPs, DNV, DSHS, DEA, CAAS, IAED, and other city, county, state and standards as determined by inspection and / or reporting requirements of UMC EMS by these entities. Perform operational and capital budgetary functions appropriately, ensuring the judicious and prudent use of UMC EMS resources, while developing and executing appropriate action plans based upon this fiscal planning. Positively represents UMC EMS to Lubbock citizens, fellow first responder organizations, UMC staff, elected and appointed government officials, media and UMC Administration. Ensures all UMC EMS personnel positively reflect the values and culture of UMC EMS. Provides or facilitates the training, coaching and evaluation of all UMC EMS personnel to ensure the personal and professional growth of each member of UMC EMS. Monitors established processes and procedures to ensure maximum efficiency and effectiveness of all UMC EMS activities. Provide leadership and strategic direction for the EMS system as part of the broader health system's continuum of care. Direct and oversee EMS agency operations, personnel, clinical quality assurance, and system performance monitoring. Manage EMS system to ensure municipal contract requirements are achieved. Coordinate with fire departments, hospitals, other area public safety communications centers, area public health departments, and emergency management partners. Oversee development and implementation of EMS system plans, policies, protocols, and strategic initiatives. Serve as liaison to county, state, and federal agencies regarding EMS system regulation, preparedness, and funding. Lead EMS data collection, analysis, and public reporting efforts; recommend policy changes based on findings. Represent the EMS agency at public meetings, community events, and interagency planning sessions. Provide subject matter expertise during emergencies, disasters, and special events. Maintain current status as Administrator of Record (AOR) or supervise designated AOR to ensure EMS provider license compliance. Collaborate with the Medical Director to implement clinical care protocols, QA / QI programs, and medical oversight. Serve as liaison to local trauma system regional advisory councils (RACs), state EMS regulatory entities, and the emergency medical task force (EMTF). Lead inter-facility transfer operations, including in partnership with UMC hospital departments. Maintain a strong focus on recruitment, retention, and the well-being of EMS staff in a competitive labor environment to achieve a low employee turnover percentage. Promote employee recognition, and professional development, to maintain ?90% employee satisfaction across all EMS cost centers on third-party employee satisfaction surveys. Lead initiatives to ensure a satisfying patient experience and world class care delivery by using evidence-based practices, staff training, and feedback systems, with the goal of achieving and maintaining patient satisfaction scores of 90% or higher for EMS patient satisfaction surveys. Provide data, policy documents, and internal subject matter expertise to consultants conducting EMS demand analysis, financial modeling, or clinical quality evaluations; facilitate timely and accurate information exchange. Direct EMS billing, documentation quality, and integration with hospital health information systems (EPIC). Develop reports, presentations, and summary briefings for health system leadership regarding EMS system volume, UMC EMS communications center performance, response time performance, clinical quality, strategic plan performance, and other related topics.

Education and Experience Bachelor's degree in Emergency Management Services, Public Health, Public Administration, Healthcare Administration, Social Sciences or a closely related field is required. Graduate of Ambulance Service Manager program and / or Communications Center Manager program. A minimum of +5 years of experience as a senior-level manager, preferably as the Director or Assistant Director, managing a medium-sized EMS response volume of 30,000), high performance EMS system. Demonstrated experience in EMS system planning, contract oversight, and agency regulatory compliance. Proven history of working with elected officials, community stakeholders, and multidisciplinary teams as a senior-level manager, preferably as the Director or Assistant Director. Experience serving as the Administrator of Record (AOR) for a licensed EMS provider in Texas or equivalent leadership experience with responsibility for EMS licensure compliance and regulatory liaison. Experience integrating EMS with hospital systems, medical direction, and inter-facility transport programs preferred. A comprehensive understanding of and experience with Texas trauma system designations and DSHS rules governing EMS providers. Required Licensures / Certifications / Registrations Texas Department of State Health Services EMT-B, AEMT, EMT-Paramedic or Licensed Paramedic certification. BLS : Basic Life Support BLS Instructor's certification by The American Heart Association ACLS or ACLS Instructor's certification by The American Heart Association PALS or PALS Instructor's certification by The American Heart Association ICS / NIMS 100, 200, 300, 400, 700, and 800 required Class C driver license with no DWI convictions in the prior 10 years Environmental / Working Conditions Emergency Medical Services provides offices and crew quarters which are well lighted and ventilated. This position is subject to adverse weather and working conditions. The Director is occasionally exposed to blood, and other infectious agents. Occasionally work involves the Director to be outdoors, in confined spaces, heights, underground, wet, and dry environments, with a wide range of temperatures, unusual lighting and noisy environments. Interaction with Other Departments and Other Relationships This position will interact with patients, their family members, health care providers, members of public safety and law enforcement personnel, students, volunteers, and fellow employees Physical Capabilities Frequently exerts a medium amount of force to lift, carry, push, pull and move patients or objects. Frequently work involves sitting, standing, walking, bending, stooping, crouching and kneeling. Occasionally work involves running, climbing stairs, climbing ladders and crawling. Skills and Abilities Must have demonstrated success supervising staff and operations with successful outcomes in previous roles / positions. Must be able to establish departmental priorities and objectives to evaluate individual performance and system progress / performance Must have the ability to perform budgetary and financial analysis of projects, equipment, special events, and departmental processes and procedures using both Excel and Word. Possess a high degree of knowledge and skill in pre-hospital patient care and EMS systems management. Extensive knowledge of EMS operations, system design, and regulatory frameworks. Strong leadership, strategic planning, and organizational change management skills. Ability to develop and manage multi-million-dollar EMS budgets and contracts. Skilled in data analysis, EMS performance metrics, and quality improvement programs. Effective communicator both orally and in writing, with public officials, staff, media, and the community. High-level proficiency in conflict resolution, negotiation, and stakeholder engagement.
