Finance Director

Overview

City of Banning invites experienced municipal finance leaders to step into a pivotal role during a transformative time. It needs a Finance Director who thrives in complexity and brings both operational excellence and a calm, trusted presence. As Finance Director, you will serve as the City’s Chief Financial Officer, overseeing Fiscal Services in a full-service municipality with General Fund, enterprise funds, and a municipally operated electric utility. The City is also preparing for strategic IT upgrades that will enhance financial transparency, customer service, and internal performance. The next Finance Director will play a critical role in integrating financial leadership with digital modernization. This is more than a financial management position—it is an opportunity to restore confidence, strengthen operational consistency, and guide a community back to fiscal resilience.

Responsibilities

This department is in need of a steady and approachable leader. Recent years have brought considerable turnover at all levels and forensic audits (with no evidence of fraud but with process breakdowns). The Finance team is eager for clarity, mentorship, and renewed trust. The City Council is active and direct, and staff are seeking a leader who can navigate political pressures without compromising integrity and service. Qualifications

• A Bachelor’s degree in Finance, Accounting, Public Administration, or a related field (Master’s degree preferred).
• At least ten years of progressively responsible public sector finance experience, including five years in a management capacity.
• CPA, CGFO, or CGFM certifications are desirable.
• Demonstrated success in labor relations and financial leadership in a unionized environment.
