Job description

Court Operations Analyst | State of Illinois Office of the Illinois Courts Closing Date Applications received by Friday, June 19, 2026, will receive first consideration. Salary Starting salary $62,355; salary at time of hire commensurate with experience Reporting Relationship: Senior Court Services Manager, Special Programs Unit ESSENTIAL DUTIES: The Court Operations Analyst performs analytical and report writing work which results in the improvement of multiple integrated program areas or the development of revised program processes affecting trial court operations. The position serves as the primary point of coordination for statewide court-connected mediation programs across all 102 Illinois counties and supports the consistent administration of mediation services across all judicial circuits. The position ensures compliance with Illinois Supreme Court Rules, provides data-driven analysis and reporting to support program evaluation and resource allocation, and serves as a liaison to circuit courts, mediation coordinators, and other stakeholders. FUNCTIONS INCLUDE: Studies, analyzes, and writes reports with recommendations on statewide mediation program operations and administration. Obtains information by conducting interviews, conducting research, gathering and analyzing data, or conferring with judicial and non-judicial personnel. Collects, verifies, compiles, and analyzes quarterly mediation program data from all circuits statewide. Conducts statistical studies of court systems to identify strengths, weaknesses, trends, and areas for improvement, including mediation program performance indicators. Prepares preliminary and final reports documenting findings, analyses, conclusions, and recommendations. Develops dashboards, charts, graphs, and other data visualization tools to support reporting and program evaluation. Tracks and monitors revenues and expenditures for designated mediation programs and assists with financial planning, forecasting, and review. Provides technical assistance to courts in areas such as mediation program operations, data reporting, and rule compliance. Assists with training materials, presentations, statewide meetings, and implementation of recommendations. Assists with special projects, research initiatives, and policy development related to court operations and mediation programs. Maintains effective working relationships with judicial and non-judicial personnel and communicates findings and recommendations. Performs other duties as assigned. KNOWLEDGE AND SKILLS: Working knowledge of research and organization/management analysis methods. Working knowledge of court operations, mediation program administration, and statewide program coordination. Ability to understand and interpret applicable guidelines, manuals, rules, laws, procedures, and other operational or administrative documents. Ability to create data gathering instruments, analyze data received, apply the latest state-of-the-art principles and practices, and prepare written reports with findings, analyses, conclusions, and recommendations. Ability to organize and present material effectively, verbally and in writing, including preparation of dashboards, charts, graphs, and other data visualizations. Ability to exercise sound judgment in analyzing and solving problems involving multiple integrated program areas. Ability to exercise initiative and resourcefulness in the development and completion of projects. Ability to provide technical assistance and operational support to circuit courts and mediation program stakeholders. Ability to establish and maintain effective working relationships with judicial and non-judicial personnel and the public in a pleasant, courteous, and helpful manner. EXPERIENCE, EDUCATION, AND TRAINING REQUIREMENTS: Graduation from a four-year college or university with major course work in court administration, public administration or related area or four years of progressively responsible work experience in organization/management program analysis may be substituted for the education. PHYSICAL REQUIREMENTS: Ability to sit for extended periods of time. Normal office working environment requiring telephone usage and the ability to process written documents. Ability to work standard office hours of 8:30 a.m. to 5:00 p.m., Monday through Friday, with some remote work possible. Ability to travel periodically for statewide meetings, site visits, conferences, and training sessions, including occasional overnight travel.
