The City of Norfolk's Department of Parks and Recreation is currently seeking a Division Head for our Landscape Services bureau. Under limited supervision, this position supervises, plans and directs the activities of a division within the assigned Bureau. The Division Head performs administrative duties and assists with coordinating work and developing plans and strategies.

Essential functions include but are not limited to :

• Directs mowing and landscape operations, refuse collection in parks, athletic field maintenance and preparation for league play, playground repairs, vegetation management, and tennis and basketball court upkeep by providing oversight and direction, scheduling crews, managing assets, establishing, implementing and updating standards, and creating goals and objectives.
• Provides administrative duties by preparing annual budgets and initiatives, requisitioning supplies and equipment, monitoring expenditures, preparing bid documents, recommending bid awards, developing, negotiating and administering contracts, preparing and submitting grant proposals and reports, administering and enforcing tree ordinance and arboricultural specification manual.
• Assists with snow removal from public buildings and parking lots.
• Works with other departments to assess damages and coordinate the removal debris after severe weather events to include nor'easters and hurricanes.
• Manages staff by scheduling and coordinating work assignments, training and developing, conducting performance evaluations, and providing information as needed.
• Develops policies and procedures to ensure the division's programs reflect the best use of allocated funds for the Bureau.
• Prepares and administers department budget; ensures all work is conducted within budgetary constraints and according to City policy, codes and standards of quality.
• Assists with coordinating work and developing plans and strategies by attending meetings with various personnel, contractors, and civic associations.

Education / Experience : Undergraduate degree from an accredited college or university in Recreation and Leisure Services, Public Administration or related field. 2-3 years demonstrated work experience managing teams in one or more areas of expertise. May be required to have specific work experience for assignment into special areas requiring special subject matter knowledge.

Preferred License(s) and / or Certification(s) : Valid Driver's License, Virginia Commercial Pesticide Applicator (within 6 months of being hired). Additional Preferred Experience : Four years' experience in landscape and turf maintenance, irrigation, operations management, or a closely related field. Four years' supervisory experience.
