Primary Responsibilities :
Project design plans for Municipal Bids
Participate in initial design meetings to discuss design scope, concepts, constructability, cost and permitting aspects. Review design plans for completeness and constructability. Prepare scope of work line items and prepare cost estimate.

Prepare documents for public bidding
Documents need to be prepared for projects based on the following :
General bidding for Township / Borough / MunicipalityPrepare bid documents that include required documents (RCO's), language, exhibits, etc based on Federal Funding / DCED / DCNR / CDBG / County grant requirementsPrepare bid documents for PennDot Liquid Fuels fundingPrepare PennDot Project applicationPrepare partial or final completion reports yearlySecure PA prevailing wage or Davis Bacon wage rateConduct public bidding using PennBid online system
Set up project onlineRespond to RFIs submitted onlinePrepare bid addendums as neededOpen bids online and prepare bid tabulation and award recommendationsBe familiar with Responsible Contractors Ordinances (RCO) as part of the bid review processConduct Prebid meetingsPrepare contractor award letter
Prepare an award letter and provide contract documents to the contractorReview contracts executed by the contractor and coordinate with the client the final execution of the contractProject management
Conduct Pre-construction meetings for executed contracts and issued Notice to Proceed. Review / coordinate submittal process and review technical submittals for various components included in the project. Provide project management assistance during construction, including but not limited to :
Coordination with Township / Borough staff, permitting agencies and utility companiesReview and resolve construction issues and coordinate inspection site visitsPrepare change orders as neededReview and coordinate contractor payment applicationsCoordinate contract closeout and review closeout documentsAssist client with any requirements for closeout of funding grants.Grants
Be familiar with the requirements for the various grant programs.Prepare grant applications for Federal / DCED / DCNR / CDBG County grant programs. Coordinate with grant agencies during grant review processCoordinate with the grant agencies for any awarded grants and requirements based on the signed grant agreementEnsure that work is completed in accordance with Grant requirementsAssist client with grant closeout requirementsPaving Projects
Evaluate existing conditions of asphalt roads and make recommendations for any necessary work required prior to / in conjunction with the contract.Prepare road paving programs including preparing a ranking list and cost estimatesCoordinate road paving programs with PennDot Rep.Update exiting long term paving programs yearlyEvaluate the needs for installation of ADA curb ramps in compliance with PennDot requirementsBuilding Demolition Projects
Review and coordinate with other Pennoni divisions for scope of work including :
Structural and environmental divisionsCounty and / or State requirementsPrepare bid documentsFlood Plain Management
Have Flood Plain Manager CFM certificationBe familiar with FEMA Flood Plain Regulations for flood proofing and building elevationBe familiar with local ordinances regarding flood plain managementBe familiar with FEMA Substantial Damage Estimator ToolUnderstand FEMA flood mapsRequired Attributes
