Chief Operating Officer (COO) – Position Summary
The Chief Operating Officer (COO) is an executive leader responsible for overseeing day‑to‑day operations of the Mpls Downtown Council and Downtown Improvement District, ensuring excellence in public space management, vendor coordination, stakeholder engagement, shared administrative functions, and strategic planning. Reporting directly to the CEO and working closely with the Finance Department, the COO will drive operational efficiency, manage cross‑functional initiatives, and ensure alignment with the organization’s mission and long‑term vision.
Key Responsibilities
- Oversee district‑wide operations including maintenance, beautification, safety, and public space management.
- Ensure high standards of cleanliness, safety, and aesthetic appeal across all public areas.
- Lead the project to petition for residential expansion of the DID, managing and delegating effectively to a team of staff and external vendors.
- In coordination with the CEO and Finance Team, obtain, review and manage the organization’s insurance stack and risk tolerance approach.
- Review and negotiate service agreements, leases, contracts, and other agreements with vendors and partners.
- Ensure MDC / DID provides appropriate monitoring, compliance, and quality assurance across all vendors.
- Provide day‑to‑day management and oversight of budgets, assessment structures, operating plans, capital improvements, and income‑generating agreements.
- Collaborate with the Sr. Director of Advancement, city and philanthropic partners to secure funding and optimize resource allocation.
- In partnership with the Sr. Director of Finance, create and implement effective financial strategies to ensure the financial health of MDC / DID into the future.
- Oversee the annual board budget approval process for MDC and DID.
- Cultivate and maintain strong relationships with property owners, city officials, business leaders, and community groups.
- Serve as a key liaison to external partners and represent the organization in public forums, including overseeing the organization’s implementation of its 2035 plan.
- Provide leadership and oversight to the team tasked with planning and execution of annual events, street activations, and public engagement programs.
- Ensure adherence to municipal regulations, nonprofit governance standards, and board reporting requirements.
- Maintain accurate documentation and timely reporting to relevant authorities and stakeholders.
- Perform some HR duties in coordination with Finance Department and / or HR vendors, including but not limited to leading the organization’s approach to performance management.
Qualifications
Minimum 10 years of senior leadership experience in non‑profit or government operations, improvement district management, and / or nonprofit administration.Proven track record in managing complex projects, vendor contracts, and stakeholder relationships.Strong strategic planning, budgeting, and organizational development skills.Excellent communication, negotiation, and interpersonal abilities.Experience with municipal compliance, nonprofit governance, and public‑private partnerships.Proficiency in technology platforms including CRM, Office 365, and financial systems.BA or higher in any relevant field.Preferred Attributes

Salary Range : $150,000 – $190,000 annually

In‑office Requirement : This hybrid role requires at least four days a week at our downtown Minneapolis locations as well as the flexibility to attend some special events after hours and / or on weekends.
