Job description

Associate Director Of State & Local Policy

Enterprise is a national nonprofit that exists to make a good home possible for the millions of families without one. We support community development organizations on the ground, aggregate and invest capital for impact, advance housing policy at every level of government, and build and manage communities ourselves. Since 1982, we have invested $80.9 billion and created 1 million homes across all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands all to make home and community places of pride, power and belonging.

The Associate Director of State & Local Policy will support the development and implementation of Enterprise's Southeast policy agenda and programmatic expansion in Tennessee. This role will report to the Director of State & Local Policy for the Southeast market based in Atlanta, Georgia. This role will be responsible for advancing Enterprise's policy and programmatic work in Tennessee, in collaboration with Enterprise' Southeast Market team to support broader Southeast policy strategy and programmatic efforts in Tennessee. This remote position will be based in Tennessee, with preference to candidates located in Nashville, working with key members of the Southeast team to develop and advance our Tennessee policy agenda, increase awareness of Enterprise's offerings, and identify strategic opportunities to support and advance affordable housing and community development throughout Tennessee. The position will have access to and interact with Enterprise's National State & Local Policy team and Solutions team that includes other market-based staff focused on state and local policy and community development efforts across the nation. The position will also coordinate local participation in national policy activities on issues such as the housing tax credit and other programs and legislation that affect the stability of low-income families and individuals.

Responsibilities :

  • Lead the development of Enterprise's state, regional, and local policy agenda for the Tennessee market, identify key policy priorities, and ensure priorities are aligned internally with Enterprise's national agenda and externally with partners.
  • Advance Enterprise's state- and local-level policy work on appropriations, legislation, ordinances, ballot measures, and regulations in Tennessee, with a focus on Nashville.
  • Work with key government and elected officials to provide input to city, county, and state officials on the formulation and design of solutions that advance affordable housing supply, promote housing stability and upward mobility, and increase climate resilience.
  • Engage with advocacy consultants to strategize annual legislative housing advocacy agenda, track and monitor legislative activity, and craft policy positions.
  • Develop a strong understanding of Enterprise's programs, tools, and services through active participation in team meetings and trainings.
  • Conduct research on policies, programs, incentives, and regulations that can promote and support affordable housing as part of a larger community development agenda.
  • Provide input and insight into the development of advocacy materials such as written and oral testimony, white papers, fact sheets, case studies, and legislative summaries.
  • Monitor local housing and community development trends to identify opportunities for Enterprise to expand its impact and policy advocacy.
  • Support Enterprise's federal policy priorities by advocating to state and local officials and the Tennessee Congressional Delegation on national issues such as LIHTC, NMTC, federal subsidy programs, and other issue areas, as requested. Participate in annual Lobby Day in Washington, DC.
  • Identify key partners and cultivate relationships, in coalitions or campaigns, with advocacy organizations at the state and local level, affordable housing developers, local housing agencies, and community development organizations across Tennessee.
  • Solicit comments and action from partners, including adapting and circulating letters of support for state and / or national legislation with appropriate partners.
  • Attend relevant briefings, meetings, and hearings and represent Enterprise at local and regional events, conferences, and meetings to raise awareness of policy agenda, programs, and services. Report back to Southeast staff on progress and developments.
  • Attend legislative session meetings and activities as needed or required to support partners or advance critical legislation.
  • Participate in State & Local Policy and Solutions retreats two times per year.
  • Coordinate closely with Enterprise's National Director for State & Local Policy and our market-based network of State & Local Policy Directors, and Southeast Solutions Team members to share information, policy issues, and best practices.
  • Support planning and execution of policy-related conferences and workshops, Southeast Market events, convenings, and stakeholder engagements, including developing agendas, identifying panelists, and disseminating policy best practices.
  • Assist in preparing presentations, reports, and outreach materials tailored to Tennessee audiences. Provide input for strategic internal and external communications, with support from the national communications team.
  • Identify and secure opportunities for Enterprise staff and partners to serve as spokespersons or presenters at relevant forums.
  • Collaborate with internal teams to ensure alignment between local engagement efforts and broader organizational goals.
  • Research and recommend potential funders, collaborators, and strategic partners to support the Southeast Market's work.
  • Travel to Atlanta once per quarter to meet with the Southeast team.

Qualifications :

  • Undergraduate degree in public policy, economics, urban planning, housing development, real estate or related field.
  • Master's degree preferred.
  • Minimum of 6 years of relevant work experience in public policy, affordable housing development, urban planning, real estate, or a related field. Graduate degree may be substituted for up to 3 years of experience.
  • Preferred experience with affordable housing and / or housing policy in Tennessee.
  • Demonstrated experience in navigating legislative processes, working with government and elected officials, and advocating for specific policies at the state and local level.
  • Demonstrated research experience.
  • Strong leadership and organizational skills.
  • Strong communication skills.
  • Ability to analyze, synthesize, and translate complex information, orally and in writing.
  • Strong interpersonal skills and ability to build trust and rapport with diverse stakeholders and work effectively as part of a team.
  • A self-starter with the ability to work independently, managing multiple tasks simultaneously and working in a fast-paced environment, often under stringent deadlines.
  • Strong PowerPoint and Excel skills and experience preparing presentations for a variety of audiences.
  • Ability to travel in state and out of state for meetings and events.
  • Strong commitment to Enterprise's mission.
  • Total Rewards at Enterprise :

You will be working with a group of talented professionals who are motivated by serving the community and addressing the need for affordable housing. Enterprise offers a comprehensive total rewards package for you and your family. The base salary for this role is $95,000 to $115,000, depending on level of skills and experience. The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs. At Enterprise, our benefits form a major component of our total rewards package. Benefits include dental, health, and vision care plans, as well as family-building benefits, such as adoption and surrogacy support. Enterprise allows flexible work arrangements to promote a better work-life balance. We offer health advocacy, EAP, and mental health benefits.
